Tajik power utility company’s debts reach about 32.2 billion somonis

Total accounts payable of Barqi Tojik (Tajikistan’s power utility company) rose 3.3 billion somonis (equivalent to 292 million U.S. dollars) in a year to December 31, 2021, reaching about 32.3 billion somonis (equivalent to about 2.9 billion U.S. dollars), according to Barqi Tojik press center.  

Barqi Tojik’s accounts payable is equal to 33 percent of the country’s gross domestic product (GDP) in 2021 (98.9 billion somonis).

Barqi Tojik, in particular, owes more than 24.1 billion somonis to the country’s Ministry of Finance for loans attracted for implementation of energy sector enhancement projects.  

Besides, Tajikistan’s power utility company owes about 2.2 billion somonis to Orienbonk, 2.1 billion somonis to Open Joint-Stock Company (OJSC) Sangtudinskaya GES-1, which operates the Sangtuda-1 hydroelectric power plant (HPP), 2.7 billion somonis to Sangtuda-2 HPP, 630 million somonis to OJSC NBO Roghun, and 362 million somonis to OJSC Tojiktransgaz  (Tajik state-run natural gas distributor). 

Barqi Tojik also owes 215 million somonis to suppliers of coal for combined heat and power (CHP) plants. 

Last year, Barqi Tojik received a total of 4.5 billion kWh of electricity generated mainly by Sangtuda-1, Sangtuda-2 and Roghun hydropower plants. 

In 2021, Tajikistan exported a total of 896.1 million somonis (US$79.3 million) worth of electricity, which was 37.7 million somonis (US$32.9 million) more than in 2021.  

In 2021, Tajikistan reportedly supplied 635.9 million somonis (US$56.3 million) worth of electricity to Afghanistan and 260.2 million somonis (US$23 million) worth of electricity to Uzbekistan. 

Tajikistan’s power sector is comprised of the vertically integrated energy company, Barqi Tojik, three independent power producers (IPPs), and a concession in Gorno-Badakhshan Autonomous Region (GBAO) combining power generation and distribution.

Barqi Tojik owns and operates most of the electricity generating plants and is also responsible for electricity transmission, dispatch, and distribution services to around 9 million people in all regions of the country except for GBAO.

Two of the IPPs – Sangtuda-1 and Sangtuda-2 hydropower plants (HPPs) – were constructed with investments from Russian and Iranian state-owned companies, and supply electricity to Barqi Tojik under 20-year power purchase agreements (PPAs).  Third IPP – Roghun HPP – is under construction.

Pamir Energy Company (PEC) generates and supplies electricity to more than 200,000 people in GBAO under 25-year concession agreement.
