DUSHANBE, May 12, 2016, Asia-Plus — A national workshop on human resources management, financial planning and control is being held in Dushanbe with BOMCA support.
The event that kicked off on May 11 and will conclude on May 13 is being facilitated by EU experts from the State Revenue Service of the Republic of Latvia and State Border Guard of the Republic of Latvia. National experts are reportedly represented by border guards, customs, phyto-sanitary, veterinary and sanitary-epidemiologic services of the Republic of Tajikistan.
According to the Delegation of the European Union to Tajikistan, the workshop is a part of BOMCA activities aiming to provide information exchange on management of human resources, financial planning and control in compliance with international standards and replicating best EU models and practices. It will provide an opportunity to comprehensively evaluate the existing system of human resources management and financial management and control, share opinions and professional experiences and define training needs for possible further on-the- job trainings.
During the workshop, the national experts are presenting their experience and learning EU best practices in such areas of intra-service management like development of fiscal discipline, budget planning and control, procurement system, remuneration and social benefits. The workshop is expected to contribute to improvements in efficiency of human resources and finance management at the participating border management agencies, which constitutes the core part of effective functionality of the entire agency.
Similar workshops are held in other Central Asian countries and areas for further development are being identified. The latter will lay the grounds for a follow-up study tour to the EU and in-service trainings for middle and senior management staff of border management agencies of CA countries.
First BOMCA operations began in Central Asia in 2003, and since then, BOMCA has strengthened partnership of the Central Asia Governments in the field of border management. The European Union allocated a sum of EUR 33.6 million to BOMCA for the period of 2003 – 2014 and almost EUR 5 million for its 9th implementation phase (2015 – 2018).
