EU, Council of Justice and Ministry of Justice of Tajikistan provide training to enforcement agents

DUSHANBE, November 15, 2013, Asia-Plus – A five-day workshop on the initial training for development of the professional skills of enforcement agents is concluding in Dushanbe today.

This training workshop has been held by the EU-supported project, Rule of Law Platform – Central Asia, in the framework of the Rule of Law Initiative for Central Asia established by the EU and led by France and Germany. 

This training workshop that was co-organized with the Judicial Training Center under the Council of Justice and the Department of Bailiffs Activities of the Ministry of Justice of Tajikistan reportedly kicked off on November 11.

The objective of the workshop is to train enforcement agents from all the regions of Tajikistan, on best international principles governing the organization of their profession, enforcement proceedings and mechanisms applicable to monetary or non-monetary claims following the guidelines of the European Commission on the Efficiency of Justice (CEPEJ).

As decided by the European Court of Human Rights: “The execution of court judgments within reasonable time must be regarded as an integral part of the fair trial [as the] right to access to a court would be illusory [should a] binding judicial decision remain inoperative to the detriment of one party.”

The workshop on the initial training for development of the professional skills of enforcement agents is organized in furtherance of the recommendations of the regional seminar on “Judicial Capacity” (Brussels, November 12-13, 2012) and the principles endorsed by the Third Conference of Ministers of Justice of Central Asia and the European Union (Brussels, December 6-7, 2012).

A key element of the EU-Central Asia Strategy for a New Partnership, the Rule of Law Initiative for Central Asia project constitutes the overarching regional framework for enhanced cooperation in the rule of law area, aimed at supporting legal reforms in Central Asia and the sharing of EU experience. Under the auspices of the Rule of Law Initiative, the Rule of Law Platform regional project acts as a support mechanism to facilitate policy dialogue and promote the measures contributing to legal reforms in each of the Central Asian countries.
