What will change in Tajikistan this year?

Asia-Plus has selected the main, in its opinion, changes that will take place this year. 

The main change is entry into force of the new country’s Tax Code on January 1, 2022.  The new Tax Code provides for reducing the number of taxes from 10 to 7 and cutting the income tax rate from 13 percent to 12 percent. 

Besides, the rate of the value added tax (VAT), VAT, the share of which in the total volume of the tax revenues in the country’s budget is about 45 percent, was cut from 18 percent to 15 percent on January 1, 2022.

The personal income tax rate was cut from 13 percent to 12 percent.

At the same time, there are reverse changes.  Thus, the rate of social tax for employees of non-government agencies was raised from 1.0 percent to 2.0 percent, and the rate of the excise tax for telecommunications services was raised from 5.0 percent to 7.0 percent that may lead to the rise in prices for services offered by mobile operators and Internet service providers (ISPs)  

New norms of the Tax Code are expected to be implemented in stages.  Thus, starting from 2023, the rate of VAT will be cut to 14 percent, and beginning on January 1, 2027, VAT rate will be cut to 13 percent.  

Besides, the minimum wage, public sector wage, pensions and allowances [scholarships] will be raised this year.

Thus, wages of military personnel and law enforcement officers were raised by 50 percent on January 1, 2022, while wages of employees of other federally funded institutions, pensions and allowances (scholarships) for students will be raised by 20 percent starting from July 1, 2022.

The minimum monthly wage in all sectors of the country's economy is expected to be raised by 50 percent from July 1, 2022 – from 400.00 somonis to 600.00 somonis.   

Fine and duty rates are also expected to be raised this year. 

Thus, the calculating indicator (estimate) rose 6.7 percent from January 1, 2022.  The indicator for calculating taxes, state duties, other mandatory payment, fines, social payments as well as for calculating certain cost limiting values calculating are set at 64.00 somonis from January 1, 2022.  .

The previous calculating indicator amounted to 60.00 somonis.  

Until 2019, the size of the calculating indicator had increased once every two years, and since 2019, it has increased annually.  

Thus, in 2015-2016, the calculating indicator in Tajikistan amounted to 40.00 somonis, in 2017-2018 – 50.00 somonis, in 2019 – 55.00 somonis, in 2020 – 58.00 somonis, and in 2021 – 60.00 somonis.  

On January 1, 2022, Tajikistan unilaterally introduced a visa-free regime for citizens of 52 countries.  Citizens of these countries now may stay in Tajikistan for 30 days without a visa.
