Constitutional Legislation, State Structure, Legitimacy and Human Rights Committee of Kyrgyz Parliament decided Thursday that presidential election should take place on July 23, 2009.
“Taking into account the today’s decision of the Kyrgyz Constitutional Court about presidential election to take place up to October 25, the parliament and the profile committee in particular had to define the date of the election on short notice. It is in the competence of the parliament to choose the date of presidential election as well as the president fixes the date of parliamentary election. It is a system of checks and balances,” the deputy said.
The date of July 23, 2009 was chosen inclusive of the Kyrgyz Constitutional Court’s decision about the end of the president’s term in October 2009.
As to Avtondil Arabaev, the deputy chair of the committee, the date was chosen with account of certain obligatory procedures, such as inauguration, election campaign, vote count and etc. “Besides, there may be a necessity of the second round, which also requires a certain period of time. All these factors influenced our decision to fix the election date for the middle of summer,” the lawmaker added.
Consideration of the issue is passed to the chamber and will take place on Friday, March 20, 2009.
