PamirEnergy applies to MoEI for help to solve problem of delivery of generator

DUSHANBE, August 20, 2010, Asia-Plus  — Pamir Energy Company (PamirEnergy) has applied to the Ministry of Energy and Industries (MoEI) for help to solve the problem of delivery of generator for Unit 2 of the Pamir-1 hydroelectric power plant (HPP), the PamirEnergy representative Qurbonali Sabzaliyev said in an interview with Asia-Plus.

According to him, the delivery of the generator, which is currently in Iran, is being delayed for some obscure reason.  “Indian suppliers cannot explain the reason for delay,” said Sabzaliyev, “The generator was supposed to arrive in Tajikistan last month.”

The generator was manufactured by one of engineering companies in India and it was supposed to be delivered to the station via Iran and the Kyrgyz city of Osh.  The cost of this 7MW generator is some 2 million U.S. dollars.

Sabzaliyev told Asia-Plus on June 30 that the generator is now in Iran and “we cannot take the risk and send the generator via Osh.”  In this connection, we are currently considering the issue of delivery of the generator via China, he added.

“We have applied to a MoEI for help and hope for their assistance with solving the delivery delay problem,” Sabzaliyev told Asia-Plus today.

PamirEnergy is a joint project of the Government of Tajikistan, the Aga Khan Fund for Economic Development (AKFED), the World Bank’s private finance division, the International Finance Corporation (IFC), and the Swiss Agency for Development and Cooperation (SDC).  A total cost of the project is some 26.5 million U.S. dollars, including the Tajik government’s contribution of 10 million U.S. dollars.

The company has a 25 year concession on the assets formerly under the management on Barqi Tojik (Tajik electricity supplier) in Gorno Badakhshan.  In exchange for this concession (management right), PamirEnergy has invested in completing the Pamir hydropower station, rehabilitating power generation, transmission and distribution assets, and improving the management of the company.
