Tajikistan stands at 85 in the ranking of 190 economies on the ease of starting a business

Doing Business 2017: Equal Opportunity for All notes that Tajikistan stands at 85 in the ranking of 190 economies on the ease of starting a business.  

According to the report, Tajikistan made starting a business easier by creating a one stop shop that consolidates registration with the state and the tax authority, by allowing entrepreneurs to pay in their capital up to 1 year after the start of operations, thereby eliminating the requirements related to opening a bank account and by enabling the Statistics Agency to issue the statistics code for the new business at the time of registration.

At the same time, Tajikistan made starting a business more difficult by requiring preliminary approval from the tax authority and the submission of additional documents at registration and by requiring that companies with annual revenue of more than SM 500,000 register as a VAT payer.

Globally, Tajikistan stands at 162 in the ranking of 190 economies on the ease of dealing with construction permits

Tajikistan reportedly made dealing with construction permits less costly by reducing the fee to obtain the architectural planning assignment.

Globally, Tajikistan stands at 173 in the ranking of 190 economies on the ease of getting electricity.

According to data collected by Doing Business, getting electricity in Tajikistan requires 9.0 procedures, takes 133.0 days and costs 742.5% of income per capita.

Globally, Tajikistan stands at 97 in the ranking of 190 economies on the ease of registering property.

According to data collected by Doing Business, registering property in Tajikistan requires 6.0 procedures, takes 37.0 days and costs 2.7% of the property value (figure 5.1). The score on the quality of land administration index is 7.5. 

Globally, Tajikistan stands at 118 in the ranking of 190 economies on the ease of getting credit.

Tajikistan reportedly improved access to credit information by establishing a private credit bureau and by beginning to provide credit scores.

Meanwhile, access to credit using movable property in Tajikistan became more complicated because the movable collateral registry stopped its operations in January, 2011.

Concerning tax payment, Doing Business notes that Tajikistan lowered its corporate income tax rate.

Tajikistan reportedly made paying taxes easier and less costly for companies by reducing the corporate income tax rate, merging the minimal income tax with the corporate income tax and abolishing the retail sales tax.  At the same time, Tajikistan increased the land and vehicle tax rates. According to the report, Tajikistan made paying taxes easier for companies by introducing an electronic system for filing and paying corporate income tax, VAT and labor taxes, by introducing an electronic filing and payment system for corporate income tax, VAT and labor taxes and by introducing electronic invoices and expanding the electronic system for filing and paying taxes to include road tax.  It also made paying taxes less costly by reducing road tax rates.

On the other hand, Tajikistan increased real estate tax fees and land tax rates, the report says.
