Tajik parliament speaker in St. Petersburg to attend the session of the IPA CIS Council and the 137th Assembly of the Inter-parliamentary Union

Chairman of the Majlisi Milli (Tajikistan’s upper house of parliament) Mahmadsaid Ubaidulloyev heading Tajik parliamentary delegation is currently in St Petersburg, Russia on a four-day visit.

The main purpose of the visit is for the delegation to participate in the session of the Council of the CIS Inter-Parliamentary Assembly (IPA CIS Council) and the plenary session of the Council of the Parliamentary Assembly of the Collective Security Treaty Organization (CSTO).

The Tajik delegation will also attend the 137th Assembly of the Inter-parliamentary Union that will take place in St. Petersburg from October 14-18.

According to the press center of Russia’s Federation Council (Russia’s upper chamber of parliament), parliamentarians of 154 countries have confirmed their participation in the 137th Assembly of the Inter-parliamentary Union.     

The IPA CIS includes the delegations of the parliaments of the CIS countries and operates on the basis of consensus (where each delegation is assigned one vote).  It also includes a number of standing committees, engaged in individual areas of regulation, and has a standing governing body coordinating its activity: the Council (CIS), which simply includes the presidents of the national parliaments.  The activity of the IPA concentrates on the development of the model acts, which could then voluntarily be implemented by the member countries (but have no direct legal power neither have to be implemented on the mandatory basis) and are therefore simply a tool of (at least, potentially) dissemination of the best practices in the CIS.

The CSTO PA comprises 79 lawmakers from member nations  and has three permanent committees that deal with social, economic and legal issues, political issues and international cooperation and security.

Established in 1889, the Inter-Parliamentary Union (IPU) is a global inter-parliamentary institution.  It was the first permanent forum for political multilateral negotiations. Initially, the organization was for individual parliamentarians, but has since transformed into an international organization of the parliaments of sovereign states. The national parliaments of 173 countries are members of the IPU, and 11 regional parliamentary assemblies are associate members.  The IPU has permanent observer status at the United Nations General Assembly.
