Tajik parliament speaker proposes to inventory legal foundation of Tajik-Russian cooperation

Chairman of the Majlisi Milli (Tajikistan’s upper house of parliament), Mahmadsaid Ubaidulloyev, has proposed to inventory legal foundation of bilateral cooperation between Tajikistan and the Russian Federation.  He, in particular, pointed to the necessity of annulling agreements that had already exhausted their resources.

Speaking at the16th session of the Majlisi Milli of the fifth convocation, Ubaidulloyev noted yesterday that the next Tajik-Russian inter-parliamentary forum entitled “Russia-Tajikistan: Potential of Interregional Cooperation” will take place in Moscow on October 26 this year.

According to him, the forum is an effective instrument of cooperation between the parliaments of the two countries.

The forthcoming forum is reportedly expected to discuss issues related to interregional aspects of inter-parliamentary cooperation between the two countries, cooperation between the two countries in different fields, expansion of humanitarian, etc.

A number of roundtable and sessions of the Inter-Parliamentary Commission for Cooperation will take place on the sidelines of the forum.

The Tajik-Russian inter-parliamentary forum has been held once in two years since 2006.  

According to the Tajik Foreign Ministry, the Protocol on establishment of diplomatic relations between Tajikistan and Russia was signed in Dushanbe on April 8, 1992.

The Embassy of the Russian Federation was opened in Dushanbe on May 4, 1992 and the permanent mission of the Republic of Tajikistan in Moscow was transformed into Permanent Mission of Republic of Tajikistan in the Russian Federation on June 8, 1993, and the Embassy of Tajikistan was opened on its in Moscow on December 18, 1993. 

The Treaty of friendship, cooperation and mutual assistance was signed on May 25, 1993 and the current legal foundation of Tajik-Russian now includes more than 230 interstate, intergovernmental and interdepartmental agreements regulating cooperation in political, economic, military, cultural and humanitarian and other areas.  

Both countries are close allies and members of the Shanghai Cooperation Organization (SCO), the Collective Security Treaty Organization (CSTO), and the Commonwealth of Independent States (CIS). Tajikistan hosts Russian military base.  Tajikistan and Russia also work closely together in issues concerning Afghanistan and are partners in anti-terrorism, anti-narcotics, and intelligence operations.  Tajikistan is highly dependent on the remittances coming from Russia.
