One of Dilovar Gulov’s defense lawyers is his Aunt Saodat Amirshoyeva

Along with Abubakr Qulmatov Ms. Saodat Amirshoyev has been appointed defense lawyer for Dilovar Gulov.  It is to be noted that Saodat Amirshoyeva is Dilovar’s aunt on his mother.

A court in Dushanbe’s Shohmansour district is considering criminal proceedings instituted against the 26-year-old Dilovar Gulov, the son of ex-Minister of Energy Gul Sherali.  The trial began in early October this year.   

Recall, Dilovar Gulov faces charges of hooliganism with the use of weapons or items that can be used as weapons (Article 237 (3) of Tajikistan’s Penal Code).

Dilovar Gulov could face seven years in jail if convicted of the charges he has been accused.

The name of the son of ex-Minister of Energy Gul Sherali got into the crime report again in July this year.  Dilovar Gulov was reportedly detained on July 9 for beating an officer of the Interior Ministry Organized Crime Control Directorate on July 8.  

The incident took place on one of central streets in Dushanbe in the evening of July 8.  Both Dilovar Gulov and Dilshod Narzullozoda, an officer of the Interior Ministry Organized Crime Control Directorate, were driving cars.  According to some sources, Narzullozoda stopped his car and made Dilovar Gulov remark, asking him not to make obstructions on a road.  The 26-year-old Dilovar Gulov reportedly beat the police officer following quarrel and fled the incident scene.      

Dilshod Narzullozoda sustained moderate bodily injuries and was taken to a hospital.

Dushanbe chief prosecutor’s office has investigated the case of Dilovar Gulov and it moved to a court last month. 

It is not the first time that Dilovar Gulov’s name gets into crime reports.   On March 10, he and 12 other young men, including the ex-minister’s son-in-law Dilshod Nouralizoda, were detained for disorderly conduct.  By a ruling handed down by a court in Dushanbe’s Shohmansour district all of them were sentenced to between 5 and 15 days of administrative arrest.

Besides, he was fined 5,000 somoni in summer 2015 for having tinted glasses on his car.

Ms. Saodat Amirshoyeva, who is Dilovar Gulov’s aunt on his mother, now works as defense lawyer.  Prior to this, the 66-year-old Saodat Amirshoyeva was deputy of Tajikistan’s lower chamber (Majlisi Namoyandagon) of parliament (Majlisi Oli).    

Meanwhile, under the amendments proposed to Tajikistan’s advocacy law by the government defense lawyers do not have the right to represent their relatives.  The amendments were endorsed by the Majlisi Namoyandagon on November 4, 2015 and the Majlisi Milli (Tajikistan’s upper house of parliament) seconded them on November 12.  The president signed this law amending the country’s law on advocacy on November 23, 2015.

Besides, under the amendments made in November 2015, lawyers were required to be recertified.  By May 2017, only around half of the previously licensed lawyers had successfully requalified under the new system.  Tajikistan now has around 600 lawyers for a population of nine million, a ratio of approximately one lawyer per 13,000 inhabitants.
