On the protection of rights and freedoms; several amended laws come into force in Tajikistan

Tajik President Emomali Rahmon yesterday signed a number of laws adopted by the Majlisi Namoyandagon (Tajikistan’s lower chamber  of parliament) and seconded by the Majlisi Milli (Tajikistan’s upper house of parliament), according to the Tajik president’s official website. 

Thus, the president singed the laws on making changes and addenda to the country’s Penal and Administrative codes.  

These amendments, in particular, provide for toughening punishment for medical negligence. 

For example, amendments proposed to Article 129 of Tajikistan’s Peal Code stipulate that “careless attitude of a doctor to a patient causing harm to a patient will be punishable by up to eight year in jail.”

Besides, the amendments stipulate that violation of sanitary-epidemiological safety rules by medical workers, employees of beauty salons and hairdressing salons entailing mass disease or mass poisoning of people by negligence will be punishable by up to ten years in jail against the current five years.    

Illegal private medical or pharmaceutical practice will be punishable by up to twelve years in prison against the current eight years.

The amendments also provide for toughening punishment for deliberate contamination with AIDS.  

The head of state also signed the laws on amendments made to the country’s Civil and Criminal Procedure Codes as well as the laws on insurance, bankruptcy, state registration of legal and physical entities, real estate, public associations,  prevention of legalization of proceeds of criminal activity and financing of terrorism, trafficking in human beings, trademarks, free economic zones, etc.
