The Asian Development Bank (ADB) plans to provide approximately 400 million U.S. dollars to Tajikistan in 2020-2022.
However, the final amount will depend on availability of funds, readiness of projects as well as partnership with other bilateral and multilateral donors, according to the ADB Tajikistan Resident Mission (TJRM).
A three-year indicative investment plan reportedly includes projects aiming to support development of labor skills, further development of the energy sector, urban infrastructure, transport, improvement of infrastructure, development of the financial sector as well as improvement water resources management.
Besides, an opportunity of investment in the private sector, agribusiness, financial sectors and other spheres is being considered.
It is also planned to support projects aiming to promote development of tourism, rehabilitation of the key automobile corridors, development of urban infrastructure, improvement of disaster resilience and investment climate reforms.
Currently, Tajikistan is receiving financial assistance from the Asian Development Bank at no cost. But the country’s status is reviewed annually and it may change depending on the country’s external debt sustainability.
The Tajikistan country operations business plan (COBP), 2020–2022 of the Asian Development Bank is aligned with the country partnership strategy for Tajikistan, 2016–2020. The country partnership strategy aims to support sustained and inclusive growth that is less susceptible to external shocks, and create higher-paying jobs. The COBP also supports the National Development Strategy of the Republic of Tajikistan for the Period up to 2030. In particular, ADB will help the government achieve its strategic priorities of energy security and efficient use of energy; improved communications and repositioning as a transit country; food security, nutrition, and improved public access to quality food; and the creation of jobs through increased private investment, economic diversification, and competitiveness.
ADB's ongoing portfolio in Tajikistan incudes several projects amounting to nearly 780 million U.S. dollars. This year, ADB has approved a US$10 million grant to help Tajik government develop tourism in the country.
ADB’s first assistance to Tajikistan was in 1998 to support post-conflict reconstruction. Since then, ADB has mobilized over $1.8 billion for the country, including more than $1.2 billion in grants. The assistance has helped improve the country’s transport and energy infrastructure, support social development, expand agricultural production, and strengthen regional cooperation and trade.
