Tajikistan to build road bypassing Roghun hydropower plant

Tajikistan’s lower house (Majlisi Namoyandagon) has ratified a number of agreements related to construction of a road bypassing the Roghun hydroelectric power plant (HPP).  The bypass road is expected to be completed and opened to traffic by late 2025.

The final session of the outgoing Majlisi Namoyandagon, presided over by its head, Shukurjon Zuhurov, was held on February 28.     

Speaking at the session, Deputy Minister of Finance, Yusuf Rajabi, noted that the road was a part of significant international corridor and to would provide access to seventeen settlements to economic opportunities and social services.  

According to him, international financial institutions are providing 350 million USD for implementation of this project and Tajikistan’s contribution to the project is 28 million USD.  

The project reportedly includes construction of a 75-kilometer road and several bridges and tunnels.  

Rajabi noted said the European Bank for Reconstruction and Development (EBRD) will provide a 150 million USD loan, OPEC Fund for International Development (OFID) would provide a 40 million USD loan and the Asian Infrastructure Investment Bank (AIIB) would provide a 50 million USD loan.  The Asian Development Bank (ADB) will provide a 110 million USD grant, the deputy minister added.   

The new two-lane road will include 3 new tunnels with a total length of about 6 km and 17 bridges, through a combination of: repairs, upgrades and the construction of new bridges.
