Tajikistan’s budget receives more than US$370 million less than it was planned due to tax incentives

In 2022, Tajikistan’s national received about 15.4 billion somonis (equivalent to 1.5 billion US dollars) from internal taxes and other obligatory payments, according to the tax Committee under the Government of Tajikistan.  

This amount is reportedly 537 million somonis (equivalent to 52 million US dollars) more than the refined plan.   

According to the Tax Committee, in 2022, they failed to fulfill the plan for only two types of taxes –  social tax from non-budgetary enterprises and value added tax (VAT).  

As of January 1, 2023, total tax arrears amounted to 728 million somonis, which is 78 million somonis less than as of January 1, 2022.  

The Tax Committee notes that they last year managed to return 884 million somonis of tax arrears to the budget by forced method.  

Meanwhile, state budget revenues from internal taxation last year reportedly could be more by 25 percent.

The thing is that the national budget last year could receive 3.8 billion somonis (equivalent to more than 370 million somonis) if not for the tax incentives provided to some companies.  

The Tax Committee officials justify the provision of tax incentives by the attraction of more investments in the country's economy.  

This is reportedly only about internal taxes and other obligatory payments collected by the Tax Committee.  

There are also many beneficiaries, who have been granted incentives on import and export of goods and products.  The Customs Service collects obligatory payments in foreign trade.  

The share of tax receipts (customs fees included) in Tajikistan’s national budget’s revenue fluctuates from 65% to 70%.
