Tajikistan sets up unified state register of debtors

Tajikistan has set up a unified register of debtors.  Currently, the list includes 7,200 physical entities and 203 legal entities.

The procedure of maintenance of the unified register of debtors was approved by government’s regulation issued on March 2, 2023.

The Execution Service under the Government of Tajikistan held a roundtable meeting on introducing the unified register of debtors on April 5.

Representatives of President’s Executive Office, Interior Ministry, Justice Ministry, Finance Ministry, Tax Committee, National Bank of Tajikistan, State Committee of Land Management and Geodesy, GIZ's Promotion of Rule of Law in Central Asia Program, judicial system and teachers of the Law Faculty of the Russian-Tajik Slavic University (RTSU) reportedly participated in the meeting.       

Speaking at the meeting, the Execution Service chairperson, Ms. Barno Saidvalizoda, in particular, noted that more than 9,300 people had been prohibited from departing the country on the grounds of unpaid debts.     

According to her, the taken measures have provided positive results: about 2,200 people have repaid their debts totaling 9.4 million somonis (equivalent to more than 862,000 US dollars). 

The Execution Service maintains the debtors’ register and the maintenance of the unified register of debtors is explained by the necessity of “settlement of debts and prevention of their negative consequences.”  

Debtors, who were obligated to pay a debt due to judgements and have not repaid their debts within three months after the entry of judgements into force, are entered into the register.
