1. The OJSC “Pamir Energy Company” has received financing from the European Union under the Electrification of Badakhshan Province project and intends to apply part of the proceeds toward payments under the contract for:

Supply of Goods and Materials for the Construction of 42.3 km double circuit 110kV Vomar – Voznavd Transmission Line and its Interconnection to the 110/35/10 kV “Vomar” Substation in Rushan District, Viloyati Mukhtori Kuhistoni Badakhshon (VMKB), Tajikistan

2. The OJSC “Pamir Energy Company” now invites sealed Bids from eligible Bidders for Supply of Goods and Materials mentioned in item 1 above.

3. The number and identification of lots comprising this bidding process are are:  2 (two)

Lot 1: Supply of Goods and Materials for the Construction of 42.3 km double circuit 110kV Vomar – Voznavd Transmission Line

Lot 2: Supply of Goods and Equipment for Interconnection of the 110kV line to the 110/35/10 kV “Vomar” Substation

4.      Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) and is open to all eligible Bidders as defined in the Procurement Regulations and Guidelines of Pamir Energy which meet the following minimum qualification criteria:

          A complete set of bidding documents will be sent by electronic email in PDF format to all interested Bidders on submission of a written request for bids to the addresses above.”

6.      Bids must be delivered to the address below at or before 14:00 Dushanbe time on September 2^nd, 2024 in English language. Bidding shall have the option of submitting their bids electronically (scanned copies) to the following email address: [email protected] and   [email protected] with copy to the e-mail address at [email protected] . Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address shown below in section 7 at or before 16:00  Dushanbe time on September 2^nd, 2024.

7.      A Bid Security must accompany all Bids. The amount of Bid Security required is:

          Lot 1: EUR 33,000.00 (thirty-three thousand Euro)

         Lot 2: EUR 15,000.00 (fifteen thousand Euro)

         For combined Lot 1 and 2: EUR 48,000.00 (forty – eight thousand Euro)
