Kyrgyzstan publishes president’s income declaration: how much did he earn?

In 2023, President Sadyr Japarov earned 2,760,335 som (over US$31,500 at the current exchange rate), with an average monthly income of 230,000 som ($2,600). This information is derived from his income and property declaration for 2023, which was published by the State Tax Service (STS) alongside other officials' declarations, Kaktus.Media reports.

According to the STS, Sadyr Japarov owns an agricultural plot of land measuring 0.63 hectares.  He has no property placed in trust.

The income of his close relatives was reported as 0 som.  They own a 17-square-meter building, likely a garage mentioned in previous declarations.

In February 2024, President Japarov disclosed that he had utilized a capital amnesty program to legalize property previously registered under other individuals' names.  The total value of this property is approximately US$20 million. He explained that before entering parliament in 2005, he was involved in business.  During that time, he began constructing a multi-story commercial building in Bishkek, now known as the Asman Business Center. He indicated that this is not the only building he owns but did not specify his other assets in Kyrgyzstan.

“My buildings were previously registered under other people's names.  Now, under the legalization law, I have registered them in my name.  I wanted to set an example and was the first to legalize my property. I paid the state one million som for legalization, as required by law.  I have no foreign savings. If I did, I would have invested them in our banks,” Japarov wrote.

The property legalized in 2024 is expected to be reflected in the 2024 declaration, which the STS will publish next year.

According to media reports, Japarov’s 2021 declaration stated an income of 997,800 som, equating to a monthly income of 83,100 som.

In his 2020 tax declaration, Japarov reported an income of 247,900 som.  At that time, in addition to a garage, his close relatives were listed as owners of two houses measuring 50.7 and 389 square meters.
