Tajik authorities establish ‘Benefit Sharing Fund’ from Roghun HPP electricity sales

The government of Tajikistan has instructed the Ministry of Finance to open a special account titled the “Benefit Sharing Fund” from the sale of electricity generated by the Roghun hydropower plant (HPP) at the Main Department of the Central Treasury.

According to the relevant government decree, the use of funds from the special account will begin only after the adoption and approval of a benefit-sharing program jointly managed by Open Joint-Stock Company (OJSC) NBO Roghun (Nirugohi Barqi Obii Roghun — Roghun Hydropower Plant). 

Currently, the first two units of the Roghun HPP are operating at low capacity.  Another unit is expected to be commissioned later this year.

According to the Ministry of Energy and Water Resources (MoEWR), the Roghun HPP generated 1.22 billion kilowatt-hours (kWh) of electricity last year, which accounted for about 5.5% of the country’s total electricity output last year (22.428 billion kWh).

The plant is currently managed by OJSC NBO Roghun, which is controlled by the Tajik government.

It is expected that once construction of the Roghun HPP is fully completed, it will be transferred to the balance of OJSC Barqi Tojik, the state-owned utility managing Tajikistan’s power generation assets.

Full completion of the Roghun project is expected in 10 years — by 2035.  To meet this target, the government needs to secure investments of at least $6.4 billion.

According to official data, over 40 billion somonis (about US$4 billion) have already been allocated for Roghun’s construction, including funds from the sale of shares in OJSC NBO Roghun (890 million somonis), Eurobonds ($500 million), and the remainder from the state budget.
