A law on the creative economy will be introduced in Tajikistan

Sayfiddin Karaev, Asia-Plus

A draft law on the Creative Economy is being developed in Tajikistan, aimed at developing new forms of entrepreneurial activity. The law provides for the creation of favorable conditions for startups and creative industries such as art, design, media and information technology.

The draft law is described in the Detailed Plan for the integration of innovation with production for 2025-2027 (the first stage), which consists of five sections. This plan is aimed at improving the interaction between science, innovation and production processes, which will ensure the further growth and development of the country's economy through the introduction of innovative technologies and the development of creative industries.

From 2025 to 2027, it is planned to conduct several key studies aimed at assessing the country's innovation potential. This includes analyzing production based on new technologies and identifying problems in the process of introducing innovations in enterprises. Indicators will also be developed to assess the implementation of innovations and annual reports will be conducted to track changes in the industry.

Creating a favorable legal environment

Special attention will be paid to improving legislation related to innovation. The introduction of the concepts of "the relationship of innovation with production" into laws and the creation of "virtual technology parks" will help entrepreneurs and scientific institutions work in a more flexible and innovative legal environment.

The draft law "On the Creative Economy" should give an impetus to the development of new forms of business. One of the steps is to raise awareness among entrepreneurs about the possibility of introducing new technologies into their production.

Creating permanent links between universities and enterprises will help improve staff training, which will facilitate innovation.

Creation of infrastructure and support of scientific developments

Several clusters will be created that will combine innovation and production. This will create opportunities for direct contact between research centers, universities and manufacturing enterprises, which will accelerate the introduction of new technologies. Work will also continue on creating a register of scientific and innovative platforms that will help commercialize scientific developments.

Tajik scientists and inventors will be supported to participate in international programs. It is important to develop scientific research within the country and involve scientists in international projects. Scientific and innovation councils will also be created to coordinate innovations with production and to support innovative projects in various sectors of the economy.
