State Duma deputies Nina Ostanina and Yaroslav Nilov proposed restricting the entry of minor foreigners into Russia unaccompanied by parents or legal representatives. It is proposed to leave exceptions only for cases of education, treatment and participation in international sports competitions and Olympiads.
The deputies submitted the relevant bill to the State Duma, the document was published in the electronic database of the lower house, the Parliamentary Newspaper reports.
The authors of the initiative note that today, the entry of foreign children does not require the notarized consent of legal representatives. As a result, teenagers can come to Russia alone, which sometimes leads to situations where they violate the regime of stay and remain without adult control. According to parliamentarians, this increases the risk of offenses and crimes on the part of underage migrants.
The draft law stipulates that entry and exit of minor foreigners is possible only if accompanied by parents, guardians or other legally capable adults with a notarized power of attorney. In the absence of legal representatives in Russia, it is proposed to deport the child together with the foreigner accompanying him.
The Government of the Russian Federation issued an opinion in which it pointed out the need to finalize the document. The Cabinet of Ministers recalled that the current legislation already links the length of stay of minor foreigners with the length of stay of their legal representatives.
In addition, the ban on entry of children under the age of 18 without parents is contrary to international norms and may restrict access to education, medical care and cultural exchange.
The government also noted that the presence of a notarized power of attorney is not a guarantee that a minor will not be neglected or violate the law, so the initiative in its current form does not solve the problem.
Earlier, a number of deputies and officials in Russia proposed banning migrants from bringing their families to Russia.
