Starlink launches in Tajikistan as major tech agreements signed at Dushanbe investment forum

Tajikistan is taking a major leap in digital connectivity with the arrival of Starlink, SpaceX’s global satellite internet service. The announcement came as part of a series of high-level agreements signed during the “Dushanbe Invest–2025” International Investment Forum, held in the capital on October 14.

The Communications Service under the Government of Tajikistan signed eight strategic cooperation and investment agreements with leading international and regional tech companies. These deals span key areas such as 5G development, satellite internet, digital education, and regional digital collaboration.

A standout deal is the licensing agreement with "Starlink Tajikistan", marking the official launch of Starlink services in the country. The satellite internet network is expected to dramatically improve internet accessibility, especially in remote and mountainous regions.

Starlink is a satellite internet service developed by SpaceX that uses a large constellation of low-Earth orbit (LEO) satellites to provide high-speed, low-latency broadband internet to homes and businesses globally. It is designed to provide service to remote and rural areas where traditional internet infrastructure is unavailable. The system works by relaying signals between the user's equipment, the LEO satellites, and ground stations connected to the internet. 

In a separate move, a memorandum of understanding was signed— with the participation of Russia’s Sberbank and the Agency for Innovation and Digital Technologies— to establish a “School 21” programming academy, aimed at developing local tech talent.

Tajikistan’s state telecom provider Tojiktelecom also inked a commercial agreement with Pakistan Telecommunication Company Limited (PTCL) and Afghan Wireless Communication Company (AWCC) to route internet traffic through Pakistan, enhancing international connectivity.

Further, the communications service agency and the country’s mobile operators agreed to form a national 5G consortium, aiming to coordinate the rollout of next-generation mobile networks.

Several other cooperation documents were signed with major tech firms including Eutelsat Group, Huawei Technologies Tajikistan, and ROHDE & SCHWARZ GmbH (Germany). These deals, valued at €15 million, focus on satellite communications, cybersecurity, and the establishment of a National Radio Monitoring Center.

Tajikistan also signed a bilateral digital cooperation agreement with the Ministry of Digital Technologies of Uzbekistan, aimed at strengthening cross-border innovation.

The documents were signed on behalf of Tajikistan by Isfandiyor Sadullo, head of the country’s communications service agency, alongside other government officials and domestic companies.

Officials say the agreements mark a significant milestone in Tajikistan’s digital transformation, with expected improvements in internet services, technological infrastructure, and international tech partnerships.
