Electricity and heating rates to change in Tajikistan — likely to increase

On December 29, President Emomali Rahmon chaired a government meeting focused on Tajikistan’s budget and investment strategy for 2026–2030. Among the major decisions was the approval of new electricity and heating rates, set to take effect from February 1, 2026. 

According to the Tajik president’s official website, the meeting began with a report by Finance Minister Faiziddin Qahhorzoda on the draft government decree “On Measures for Implementing the Law of the Republic of Tajikistan on the State Budget for 2026.”

It was emphasized that the goal of the decree is to specify the process of budget execution, ensure efficient and targeted use of public funds, and define the responsibilities of ministries, state committees, agencies, local executive bodies, enterprises, institutions, and organizations—regardless of ownership—regarding implementation of the law on the 2026 budget.

The President instructed relevant bodies to take necessary steps to effectively ensure the revenue side of the state budget, including through identifying new sources of income.

Then, Minister of Economic Development and Trade Abdurahmon Abdurahmonzoda presented the State Investment Program for 2026–2030. He noted that its primary goal is to attract both foreign and domestic investments, including in the form of loans, grants, and technical assistance, to implement priority projects in various economic sectors as per the instructions of the President. The program aims to drive the country's socio-economic development.

It was particularly noted that attracting foreign investment for priority projects is one of the key factors in the further development of the national economy.

In total, the program reportedly includes 864 projects with a combined value of $15.7 billion.

It was also emphasized that Tajikistan has substantial natural resources, including water, mineral and rare metal reserves, a favorable climate and fertile land, as well as significant tourism, human capital, and investment potential.

In recent years, a number of important reforms have been implemented in the country to support the development of national industries and market relations. Investment initiatives by both investors and entrepreneurs are being fully supported by the government.

During the meeting, the draft government decree “On Tariffs for Electricity and Thermal Energy” was also reviewed and approved.

This draft was reportedly prepared to support the development of the energy sector and ensure the financial and economic self-sufficiency of the open joint-stock companies Barqi Tojik, Electricity Transmission Networks, and Electricity Distribution Networks.

The President gave relevant agencies instructions and recommendations for improving operations in this sector.

It was decided that new electricity and heating tariffs will take effect on February 1, 2026.

The government also approved its work plan for the first half of 2026.

In closing, President Emomali Rahmon issued specific directives regarding the assessment of the country’s socio-economic development in 2025, preparation for the winter season, assistance to orphans, children without parental care, people with disabilities, and families in need, as well as comprehensive preparations to properly celebrate the International Holiday of Navrouz and the 35th anniversary of the country's independence.
