Tajik Ambassador Mirzoyev calls for Tajik-Iranian cooperation on international issues

was positive and that Iran-Tajikistan cooperation on the international issues is expected to expand in 2006, IRNA reported.

He told IRNA that the visit of the speaker of Tajikistan’s lower chamber (Majlisi Namoyandagon) Saydullo Khairulloyev and his entourage to Iran was fruitful for both sides.  “The parliamentarians accompanying Khairulloyev during the tour, referred to it as the most beneficial visit to Iran in 2005 aiming to strengthen mutual ties.  “Their meetings with their Iranian officials and counterparts paved the way for further cooperation and growing trend in relations between the two Persian speaking countries,” he added.  The diplomat noted that during the visit, representatives from the Tajik lower chamber of parliament got closely acquainted with the scientific, cultural, economic and political achievements of Iran as well as Majlis, the judicial branch of government and advanced legislation procedure.

Turning to the remarks of President Mahmoud Ahmadinejad at his meeting with the Tajik parliamentary delegation as saying, “Tajiks and Iranians are born from the same mother”, he said that the outlook of Iranian president is quite precious to Tajik people.  “In fact, the common culture and language of the two Persian-speaking countries account for preventing any world power from disrupting the growing process of relations between the two nations.

“In addition to presenting economic and cultural assistance to Tajik people and constructing Anzob Tunnel in Tajikistan, Iran will start construction of the Sangtuda hydropower plant and a tunnel in the provincial town,” he added.

Meanwhile, Mirzoyev pointed to the tour of the Tajik delegation to the historical monuments of Isfahan and Shiraz as a precious experience.

Saydullo Khairulloyev left Tehran for Dushanbe on December 30.  Khairulloyev was officially seen off at Tehran Mehrabad International Airport by Majlis Speaker Gholam-Ali Haddad Adel who said Tehran and Dushanbe enjoyed significant relations as the two capitals have lots of cultural common points.

While in Tehran, the Tajik official met with President Mahmoud Ahmadinejad and Foreign Minister Manouchehr Mottaki in addition to his Iranian counterpart Haddad Adel.  Khairulloyev arrived in Tehran on December 24 heading a high-ranking parliamentary delegation upon an official invitation from former Iranian Majlis speaker Mehdi Karroubi.

Speaking to reporters before his departure, the Tajik official said that he held positive talks with Iranian officials on bilateral cooperation on various cultural and parliamentary fields.  He also expressed hope that Tehran-Dushanbe parliamentary relations would be further promoted in the near future.

Rahmonov to hold republican conference on education issues next week

, December 14, Asia-Plus – Tajik President Emomali Rahmonov is supposed to presided of republican session on December 20.  The session is aiming to consider issues related to a state of the educational sector in the republic.  

Zamon Alifbekov, Aide to the Education Minister, has told Asia-Plus that the session participants include senior representatives from education departments of cities and districts from all the regions of the republic, as well as relevant ministries, committees and organizations. 

President Rahmonov is expected to deliver a statement at the session on state of the educational sector and measures to improve a system of education in the country.  The Minister of Education, Abdujabbor Rahmonov, will give paper on the results of work carried out by his ministry over this year, Mr. Alifbekov said.

Heads of regions, cities and districts will also be asked about work carried out to enhance the educational sector.     

Kulob medical examination and certification directorate burns some 500 kilograms of uncertified medicines

KULOB, December 14, Asia-Plus On Tuesday December 13, employees of the Kulob directorate of the agency for medical examination and certification burned some 500 kilograms of uncertified medicines being injurious to health.  

The head of the Kulob medical examination and certification directorate, Nabijon Shamolov, has told Asia-Plus that all burnt medicines and medicinal preparations were overdue, forged or did not meet requirements of state standard.    

“Since the beginning of the year, we have checked quality of 1004 designations of medicines realized in the chemist’s shops in the city, and only 905 of them have been found fit for taking,” Mr. Shamolov said, adding that 11 others have been found to be forged and the remaining have been overdue. 

Taking into the account that practically all medicines and medicinal preparations are imported to the republic, the Kulob medical examination and certification directorate head pointed to the necessity of tightening control  over medicines imported to the country.  

Nabijon Shamolov also noted that at present they were working on creation of appropriate conditions in 89 chemist’s shops functioning in the Kulob region for preparing and stockpiling medicinal preparations.  “Since the beginning of the year, we have given licenses to 70 chemist’s shops in region that have been found fit for working,” Mr. Shamolov concluded.  

New building of German embassy in Dushanbe supposed to be finished in 2007

DUSHANBE, December 14, Asia-Plus The construction of a new building of the German Embassy in Dushanbe will start in early 2006, German Ambassador to Tajikistan Hans Ulrich Seidt told journalists at the photo exposition entitled “From Design to Architect Building: 50 Designs of New Berlin” in Dushanbe on December 13.  

The exposition opened on December 5 and runs through December 20.

According to the German Ambassador, preparatory works to clear the site for embassy will start already in January 2006.  The new German Embassy will be located in the area near the Russian Embassy in Dushanbe.  The architect will be from Germany, but the construction works will be carried out in cooperation with local specialists. 

The new building of the German Embassy in Dushanbe is supposed to be finished already in 2007.

’s open joint-stock company (OJSC) “AgroInvestBonk” and the Asia Development Bank (ADB) Microfinancing Program were discussed in the “AgroInvestBonk” headquarters in


Dushanbe


on December 13.  

The source in “AgroInvestBonk” noted that such schemes were needed for microlending units for development of rural areas. 

Mr. David Lucok (as pronounced), consultant  of the banking and rural development department within the ADB Center fro Development of Microlending System in Tajikistan, noted at the meeting that ADB was studying potentials of commercial banks for implementation of the ADB project on placing loan resources in microlending units (already functioning and newly established) through local commercial banks.  

During the meeting the ADB expert was informed of a deposit basis of AgroInvestBonk, its free loan resources and the bank opportunities on redistributing them between its branches in the republic.  

110 of 193 Kulob residents put on list of persons wanted by police detained this year

KULOB, December 14, Asia-Plus Of 193 residents of the Kulob region of Khatlon put on a list of persons wanted by police on suspicion of having committed various crimes, 110 have been detained by December 13, Asia-Plus has learned at the Kulob police directorate.  

The source in the Kulob police directorate says that of the remaining 83 persons wanted b police, one is suspected of having committed murder.  

According to information from the Kulob prosecutor’s office, the Kulob law enforcement authorities are currently discussing an idea of establishment of special group comprising police officers and prosecutors for searching persons suspected of having committed crimes.  The Khatlon prosecutor, Foziljon Okhunov, has seconded this idea and said such group may possibly be set up in early 2006.  

Two Tajik border guards in Kulob convicted of killing new recruit

-Plus The problem of “dedovshchina” (bullying), the often brutal hazing of new recruits by older soldiers, still evokes concern.  A military court in Kulob has sentenced two border guards to long terms in jail after convicting them of killing new recruit.  

Deputy Kulob military prosecutor, Khairullo Mahmadulloyev, has told journalists in Kulob that On June 15, two servicemen of the Tajik Border Protection Committee’s (BPC) unit 2931 stationed in Shuroobod District (Khatlon), Khurshed Usmonov and Ruziboy Taghoyev, beat to death new recruit Uktam Tangalayev and hid his dead body in the shed.  A military court sentenced Usmonov and Taghoyev to seven and eight years’ imprisonment respectively.  

The prosecutor has stressed that it was not the only case when brutal hazing of new recruits by older soldiers leads to death of new recruits.  On June 23, serviceman of the BPC unit 2123 stationed in Hamadoni District, Hasan Zokirov, could not stand brutal hazing by older soldiers no longer and committed suicide, according to Kulob the military prosecutor’s office. 

Judge with court in Shohmansur district of Dushanbe faces corruption Cahrge

DUSHANBE, December 14, Asia-Plus A judge with a court in Shohmansur District of Dushanbe, Pahlavon Akramov, and a secretary at this court, Mahmadullo Zohirov, have been charged with bribery-taking, press service of the Prosecutor-General’s Office reported. 

According to the Prosecutor-General’s Office press service, officers of the Security Ministry and the Prosecutor-General’s Office caught them red-handed when they were taking bribe from relatives of one of defendants.  US$200 were confiscated from them, according to the source.  

The Dushanbe prosecutor’s office has instituted criminal proceedings against them under Article 319, Part 4 of Tajikistan’s Criminal Court – bribery; investigation is under way.

KHUJAND, December 14, Asia-Plus So far this year, Tajik border troops stationed in Sughd Province have seized almost 6 kilograms of heroin, which is almost two kilograms more compared to 2004, deputy Head of the Operational Group of the Tajik Border Protection Committee (BPC), Odinamahmad Malikov, announced at a meeting with journalists in Khujand on December 13.      

According to him,  Tajik border troops have also seized some 56 tons of contraband building materials in Sughd Province this year, which is much more compared to last year, when little more than 20 tons of contraband building materials were intercepted in the region.  “6,000 citizens of neighboring countries have been detained for not fulfilling requirements of crossing border,” Malikov said.   

The other deputy head of the “Sughd” Group, Sharifkhon Odinayev, telling journalists expressed hope that a process of delineation of borders between three neighboring countries (Tajikistan, Kyrgyzstan and Uzbekistan) would be completed soon.  

“In accordance with border requirements, the national border should have border line, on both side of which there should no be residential buildings closer than two kilometers to this line” said Odinayev, “At present, in order to cross the border one have to ask permission of holders of houses because in some areas, the border passes through households of some border villages.” .

, December 14, Asia-Plus The deputy head of the Tajik Mine Action Cell (TMAC), Parviz Mavlonqulov, says that seven people have been killed and 12 others have been injured in mine explosions in

this year.  The majority of incidents have been reported in Sughd Province, according to him.     

The TMAC deputy head says that although Uzbek authorities stated several weeks ago that they started demining of the Uzbek-Tajik border but this has not yet been confirmed.  “We have talked to residents of border areas and Tajik border troops but have not found any evidence that demining operations are being carried out,” said Mavlonqulov, “However, it does not mean that that they did not start deminig of the border but it means that we need close cooperation with Uzbekistan in order to tell people with confidence which areas of the border are safe and which not.” 

We will recall that Rashid Habibov, deputy head Uzbekistan’s border guard service, said at a meeting of the CIS border forces heads in Dushanbe on October 20 that Uzbekistan has started demining of the Uzbek-Tajik border.  According to him, demining started in the western part of the border and around 20 percent of the mined areas had been cleared.  Russian news agency Itar-Tass quoted new Uzbekistan Ambassador to Tajikistan, Shoqasim Shoislamov, as telling journalists on December 12 following his meeting with President Rahmonov that he had formally briefed the authorities of Tajikistan on progress in the mine-clearing operation on the Uzbek-Tajik border.  So far all mines have been removed along the West Babatag section of the state border, the Uzbek ambassador said.
