DUSHANBE, April 27, 2009, Asia-Plus  — In its anticrisis program presented on April 27, the Mahmadruzi Iskandarov-run Democratic Party (DPT) offers to work out a package of anticrisis laws and form an anticrisis government.

The laws on measures to mitigate the crisis effects should prevail over the laws adopted earlier.  To work out the anticrisis laws the DPT offers the government to set up a special team consisting of competent lawyers.

This package of laws should provide for formation of the anticrisis government.  According to the program, the anticrisis government should be formed on the basis of consensus between all branches of power as well as political parties.  This government dedicated to implement the anticrisis program will function only till the end of the crisis.

The anticrisis government that should possess extraordinary powers to regulate economy, redistribution of financial and human resources as well as use tax, banking and monetary instruments to normalize the economic, financial and social situation in the country should consist of persons competent to solve economic and social problems, the program noted.

According to the DPT’s program, the anticrisis government should ensure full transparency of information about the socioeconomic situation the country and rip any attempts to ignore coordination of anticrisis measures with civil society in the bud.
