Japan assists grass-roots development projects in Isfara district

DUSHANBE, September 11, 2009, Asia-Plus  — The Grass-roots Human Security Projects, US$253,090 granted by the Government of Japan, have been successfully implemented in Sughd’s Isfara district, according to the Embassy of Japan in Dushanbe

Today. Mr. Takuya Tamai, Third Secretary of the Embassy of Japan in Dushanbe, and Ms. Muhiba Yoqubova, Chairperson of Isfara District, are attending the handover ceremonies for agriculture, education, and public health projects.

The Government of Japan has granted US$ 84,314 to School No.7 at the town of Isfara for the project “Rehabilitation of Secondary School No.7 in Isfara town, Isfara District”.  In the framework of the project, rehabilitation of two buildings and provision of school equipments were completed successfully.

More than 510 students are currently studying at School No.7, where the buildings were built in 1965.  Completion of the project allows students to enjoy their school life all year round.  The Parents and Teacher’s Association of the school collaborated with the project, contributing to the canteen rehabilitation.  Under the Tajik education system, secondary schools provide both primary and secondary level education for children aged 6 to 17.  Improved condition of the school will allow Tajik children in the region to complete a full course of primary schooling, which is also the important target of UN Millennium Development Goals (MDGs).

“The Project for the Rehabilitation of Pump Equipment of the No.1 and No.2 Pump Station in Oftobruy Village, Navgilem Jamoat, Isfara District”, US$83,604, repaired two (2) motor pumps and installed four (4) new motor pumps.  The newly renovated Pump Stations can supply water to irrigate 170 hectare of agricultural land, which was not cultivated due to the lack of water.  By completion of the project, 4,832 residents of the village of Oftobruy in Navgilem jamoat with the population of 32,469, located 11 kilometers away from the center of Isfara district, have gained access to 220 hectare of irrigated agricultural land.  The extension of irrigated land is expected to increase production capacity of local agricultural sector and ensure regional food security.

The Government of Japan has granted US$85,172 to the Vorukh jamoat hospital in 2007 for the project “Extension of the Vorukh Jamoat Hospital in Isfara District.”  The Project has executed extension work of one sick ward with 14 rooms and provision of furniture such as beds, sofas, tables and chairs.

The Vorukh jamoat hospital is the only medical institution for 26,000 people in the Tajik territory and also for the people living in the bordering Kyrgyz territory.  Prior to the project launch, the hospital had no capacity to serve a large number of patients or install new equipments, due to the shortage of space. The completion of the project will not only increase the hospital’s capacity but will also enhance the healthcare standard in the region.

The Grant Assistance for Grass-roots Human Security Projects (GGP) provides support to projects in the human security sectors at the grassroots level.  GGP is provided to local governments, NGOs, and educational and medical institutions in developing countries.  GGP has extended more than US$ 15.2 million for 231 projects in Tajikistan since 1996.
