DUSHANBE, November 3, 2010, Asia-Plus — The government has set up a working group to review the draft law “On Responsibility of Parents fro the Upbringing of Children,” Minister of Education Abdujabbor Rahmonov told Asia-Plus Tuesday afternoon.
The group, led Jumakhon Davlatov, State Adviser to the President for Legal Policy, began its work on Tuesday and the finalized bill be published in media for general discussion in 7 or 10 days, the minister said.
We will recall that the government considered the bill on responsibility of parents for the upbringing of children at an October 29 meeting and the draft law that had been worked out by president’s order was returned as requiring improvement. It was noted that the bill must more specifically determine legal norms, duties and responsibility of parents and other authorized persons, as well as mechanism of implementation of that law.
The education minister says the bill was returned as requiring improvement because it does not provide for determination of administrative sanctions that, in turn, requires making amendments to the country’s administrative code.
While drafting the law, the authors also failed to take into account boarding schools, he noted. “Administrative sanctions must also be imposed on parents who stop controlling their children and taking care of their children’s studies after sending them to boarding schools,” Rahmonov stressed.
