President urges purge of power-wielding structures

DUSHANBE, February 11, 2011, Asia-Plus — Involvement of Tajik nationals in drug trafficking is an acute problem, President Emomali Rahmon announced at an enlarged meeting of the Security Council on February 10.

According to the presidential press service, the head of state noted that increase in the number of cases of detention of Tajik nationals in other countries for drug trafficking evoked serious concern.   

In this connection, the Main Border Troops Directorate, Customs Service, Drug Control Agency and the Ministry of Interior are to investigate the drug trafficking related cases thoroughly and institute criminal proceedings against persons involved in drug trafficking irrespective of positions they hold.

Besides, the president ordered the law enforcement agencies and power wielding structures to assess professionalism of their officers and purge their ranks of persons disgracing their reputation.

Rahmon noted that the number of drug dependent persons has significantly decreased in the country in recent years, while the volume of synthetic narcotics spread among youth at various entertainment facilities has increased.

Noting that prosecutor’s office is one of important structures in the public management system, the president said that some prosecutors neglected their duties.

On the judicial system activities, Rahmon noted that courts did not observe requirements of the procedural legislation and used criminal and civil codes wrong.  He also pointed out imperfection and superficiality of trials.  “Such cases cause dissatisfaction of citizens and their numerous applications to media outlets and the president,” Rahmon stressed.
