DUSHANBE, March 30, 2011, Asia-Plus — The lower house (Majlisi Namoyandagon) of the Tajik parliament has endorsed the draft law on security.
A regular sitting of the second session of the Majlisi Namoyandagon of the fourth convocation, presided over by its chairman, Shukurjon Zuhurov, was held on March 30.
Presenting the bill, Sattor Kholov, member of the Majlisi Namoyandagon Committee on Defense, Security and Public Order, noted that the new security law had been drafted for the purpose of improving the country’s security legislation and specifying powers of appropriate agencies. Besides, the new security bill is also dedicated to bring the country’s legislation into compliance with the security law adopted by the CIS Inter-parliamentary Assembly, he noted.
“Moreover, the current security law adopted in 1993 already now contradicts with the country’s Constitution and other laws,” PM Kholov said.
According to him, the current security law covers only national, military, external and social security, while “the new security law also covers economic, food, environmental and information security in addition to the mentioned aspects.”
Kholov underlined the necessity of adopting the new security law under the conditions of change of political, economic and social situation in the world that might affect to a varying extent the country’s security.
The Majlisi Namoyandagon also endorsed amendments to the law on energy and the water code of the country. Parliamentarians also approved Tajikistan’s joining the Convention on Transit Trade of Land-locked States.
