Rahmon urges to speed up implementation of UAIS at customs points

DUSHANBE, March 31, 2011, Asia-Plus  — A government session, presided over by President Emomali Rahmon, was held on March 30.

According to presidential press service, Sughd governor Qohir Rasoulzoda reported on the process of implementation of orders and recommendations made by the head of state during his visits to Sughd in 2005-2010.

Rasoulzoda noted that that the overall volume of products manufactured by the province has increased 3.8 times over the past five years, reaching 5.7 billion in 2010.

Over the report period, the number of entrepreneurs in the province has increased from 17,000 to 44,000, 66 new industrial enterprises have been introduced into operation and 150,000 new jobs have been created, the Sughd governor noted.  Over the same five-year period, areas under gardens have been extended by 14,500 hectares in northern Tajikistan and Sughd’s dry fruit exports have increased from 48,000 to 85,000 tons.

Rahmon expressed satisfaction with the positive results of socioeconomic development of Sughd province.  At the same time, he pointed to the necessity of improving activities of industrial enterprises in the province and taking adequate measures to ensure fulfillment of a tax collection target.  The president also expressed dissatisfaction with activities of the seed-growing sector in Sughd and the country as a whole.

The meeting also heard report of the Customs Service head Gurez Zaripov on the process of implementation of the concept of development of customs service.

President Emomali Rahmon ordered senior officials at the Customs Service to speed up implementation of a Customs Unified Automated Information System (UAIS) at customs points and training of personnel.  He stressed that use of automated systems at customs posts and clearance procedures would ensure transparency of activities of the customs posts and prevent corruption attempts.

It is to be noted that the Customs of Tajikistan has been actively working on trade facilitation issues, the most pressing of which are implementation of the Customs UAIS and the associated Helpdesk. These reforms will make Customs more efficient, by streamlining information sharing and reducing processing time for required procedures.

The meeting also endorsed municipal redevelopment plans for the city of Khorog and Tavildara district.

The government also approved bills on the equity market and the licensing procedure that had been worked out by president’s order.

The licensing procedure bill is reportedly aimed at simplifying administrative procedures and providing transparency of them and reducing processing time for the licensing procedures.
