September 1 – President Emomali Rahmon met with Afghan President Hamid Karzai and Pakistani President Asif Ali Zardari, who arrived in Dushanbe to attend the third quadrilateral summit of Tajikistan, Afghanistan, Pakistan and the Russian Federation. Rahmon and Karzai discussed issues related to expansion of economic cooperation between their countries and introduction of Tajikistan-Afghanistan power transmission line into operation. They also attended a ceremony of an official opening of a new building of the Afghan embassy in Dushanbe;
– President Rahmon met with Pakistani President Asif Ali Zardari. The talks focused on peace and stability in the region, strengthening economic cooperation, developing energy connectivity, eliminating the menace of terrorism and curbing drug trafficking. Rahmon and Zardari also laid foundation stone of Pakistan embassy complex in Dushanbe.
September 2 – The third quadrilateral summit of Tajikistan, Afghanistan, Pakistan and the Russian Federation took place in Dushanbe. The presidents of Russia, Pakistan, Afghanistan, and Tajikistan discussed how to prevent illegal drugs moving through the region, and the security measures needed to do so. In a joint statement following their talks, the presidents agreed to work more closely to combat extremism and drug trafficking. The leaders also urged the NATO-led coalition in Afghanistan to step up the training of local security forces as it completes its planned staged withdrawal. The four leaders also pledged cooperation on regional energy projects and transport corridors;
– President Rahmon met with Russian President Dmitry Medvedev on the sidelines of the quadrilateral summit. They signed an agreement on cooperation in guarding Tajikistan”s frontier with Afghanistan and discussed extending Russia”s use of military facilities in Tajikistan. The two presidents watched as another agreement on cooperation in securing Tajikistan”s southern border was signed by Russia”s Federal Security Service and Tajikistan”s State Committee for National Security. Medvedev and Rahmon also agreed to sign a formal agreement early next year extending the presence of Russia”s 201st Division in Tajikistan for another 49 years;
– A ceremony of an officially opening of the Russian Center of Science and Culture took place in Dushanbe. The Center is dedicated to promote the study of the Russian language as well as culture and history of the Russian people.
September 2-3 – A CIS summit was held in Dushanbe. The summit ended with delegates adopting a joint statement. Summit participants, in particular, considered an analytical report on the results of the activity of the CIS over the past twenty years and perspective tasks. In a closing statement, Tajik President Emomali Rahmon, whose country holds the rotating CIS presidency, announced that Turkmenistan will assume the rotating CIS chairmanship and Ashgabat will host the next annual CIS summit in 2012. The summit resulted in signing of eleven documents;
– An international two-day conference formally titled “Sovereignty of Tajikistan and Tajik Diasporas: History of Formation, Achievements and Problems” took place in Dushanbe. Organized by the Center of Tajiks and Persian-speaking Peoples of the World, which is led by Professor Mansour Babakhanov, conference brought together senior representatives from the Migration Service of Tajikistan, the Association of the Persian-speakers of the World (Payvand), the Employment Department within President’s Executive Office as well as heads of the Associations of Tajiks and Persian-speaking Peoples of the United Kingdom and Canada and the Tajik Diaspora in Russia’s Altai Republic to discuss problems facing Tajik Diasporas abroad.
September 3 – President Emomali Rahmon met with his Ukrainian counterpart Viktor Yanukovych in Dushanbe. State and prospects of further expansion of bilateral cooperation between Tajikistan and Ukraine were a major topic of the meeting.
September 4-5 – Iranian President Mahmoud Ahmadinejad paid t a two-day visit to Tajikistan at the invitation of President Emomali Rahmon. Ahmadinejad was accompanied to Dushanbe by the Iranian foreign, health, and energy ministers. On September 4, Tajikistan and Iran signed three cooperation documents in Dushanbe on September 4. Emomali Rahmon and Mahmoud Ahmadinejad signed a joint statement. Besides, Tajikistan and Iran signed a memorandum of understanding (MoU) on cooperation between the Ministry of Energy and Industries of Tajikistan and the Ministry of Energy of Iran. Meanwhile, an additional MoU was signed on reconstruction and completion of the Istiqlol Tunnel on the Dushanbe-Khujand highway. On September 5, Emomali Rahmon and his Iranian counterpart Mahmoud Ahmadinejad unveiled the Sangtuda-2 dam and power plant.
September 6 – President Emomali Rahmon attended an official opening of the business center, Dushanbe-Plaza, in the center of the Tajik capital. An overall space of this 20-story building is some 40,000 square meters. The height of this business center, which is considered to be the tallest building in Dushanbe, is 92 meters.
September 9 – Tajikistan marked the Independence Day. Tajikistan unfurled the world’s longest flag as the country will celebrate the Independence Day. A 2,011-meter flag of Tajikistan weighs 860 kilograms.
September 10-14 – Dr. Massimo Barra, chairman of the Red Cross/Red Crescent Standing Commission, visited Tajikistan. He said at the end of the visit that most influential UN agencies are similarly worried that the number of addicts in Tajikistan is far higher than the official estimate. He put the number at between 60,000 and 100,000 people.
September 12 – Chief of the military registration office in the Chorkuh Jamoat, Sughd’s Isfara district was killed. According to the Interior Ministry, the murder of chief of the military registration office in the Chorkuh Jamoat, Sughd’s Isfara district has been solved. Five residents of the Chorkuh jamoat were detained on suspicion of having been involved in that crime and an investigation is under way.
September 14 Three Kyrgyz nationals — Kadyrbek Dosonov, Chyngyz Jumagulov, and Mirlan Shakuliyev — were detained in Dushanbe as suspects in the killing of Medet SadyrKulov, former chef of Kyrgyz president’s administration.
September 15 – President Rahmon received the Asian Development Bank Executive Director Ashok Kumar. The two reportedly discussed priorities of further cooperation between Tajikistan and the institution as well as the process of implementation of energy, agriculture and infrastructure development projects in Tajikistan.
September 15-16 – A two-day conference hosted by UNDP Border Management Northern Afghanistan (BOMNAF) took place in Dushanbe. The conference discussed issues related to regional liaison and cross-border joint activities between border and customs agencies from Afghanistan, Tajikistan and Uzbekistan.
September 16 – President Emomali Rahmon received the World Bank Director for Strategy and Operations for the Europe and Central Asia region Mr. Theodore Ahlers. According to the presidential press service, assessment studies for the proposed Roghun Hydropower and Regional Reservoir Project (Roghun HPP) were the focus of the meeting. The sides also discussed the issues of implementation of the Central Asia South Asia Electricity Trade and Transmission Project (CASA 1000).
September 19-22 – The command-and-staff drill for the Collective Operational Reaction Forces (CORF) of the Collective Security Treaty Organization (CSTO), dubbed Center-2011, was conducted at the Lohour training grounds, located some 20 kilometers southeast of Dushanbe. The purpose of the exercise was in rehearsing coordination and interaction in combat missions to destroy illegal armed formations;
– Baroness Vivien Stern, Member of the British House of Lords, visited Dushanbe, undertaking a three day program of calls. During her visit, Baroness Stern met the Chairmen of the Human Rights Committees of both the Majlisi Milli and the Majlisi Namoyandagon of the Majlisi Oli of the Republic of Tajikistan; the Ombudsman of Tajikistan, Mr. Zarif Alizoda; Deputy Minister of Justice General Izatullo Sharipov; the Dushanbe Office of the OSCE; and others involved in human rights issues in Tajikistan.
September 21 – President Emomali Rahmon met with Mr. Todd Schneider, the head of the International Monetary Fund (IMF) mission. According to the presidential press service, the two discussed issues related to bilateral cooperation between Tajikistan and the Fund as well as coordination of activities of donor countries.
September 21-22 – A working meeting of the border control bodies within border services of the CIS member nations took place in Dushanbe. Representatives from border services of Armenia, Belarus, Kazakhstan, Kyrgyzstan, Russia and Tajikistan participated in the meeting that discussed issues related to border control cooperation and improvement of work of the border-crossing checkpoints.
September 22 – President Emomali Rahmon took part in a ceremony of opening of the rehabilitated road from Dusti to Nizhny Panj on the Tajik-Afghan border. The Dusti-Nizhny Panj road rehabilitation project was implemented under financial support of the Government of Japan;
– A ceremony of introduction of glycyrrhizic acid concentrate manufacturing plant into operation took place in Khatlon’s Qubodiyon district. President Emomali Rahmon attended the ceremony of opening of the Avvalin plant. The enterprise will manufacture glycyrrhizic acid and all its product will be exported to other countries. Closed joint-stock company (CJSC) Avvalin is the first and today the only Tajik-Japanese joint venture. Cockey Co., Ltd, which is one of world’s producers of medicines and other products from licorice roots, participates in the project on behalf of the Japanese side;
– A joint disaster response exercise was conducted for Tajik and Kyrgyz rescue teams in the Lakkon Jamoat of Sughd’s Isfara district. The exercise scenario was based on a devastating earthquake and the dyke breach at the Tortkul reservoir.
September 24 – The ninth congress of the Islamic Revival Part (IRP) was held in Dushanbe. 250 delegates reportedly attended the congress. The delegates reelected Muhiddin Kabiri as chairman of the Islamic revival Party for another four-year period. The congress also reviewed the results of work carried out over the past four years and elect new members of the party board.
September 26 – The Sughd regional court sentenced eight men for the murder of a bazaar administrator last year. Mansour Karimjonov, Abdullo Komilov, Fayoz Muhiddinov, Suhrob Zoitov, Nemat Sharipov, Zokirboy Homidov, and Abdusattor Zoidov were found guilty of the murder on August 30, 2010, of Homid Karimov, the head of a bazaar in Isfara”s Surkh council. The motive for the killing was reportedly personal enmity and disputed business dealings. The seven were sentenced to between 20 and 25 years in prison. An eighth man, Mahkam Karimjanov, got suspended jail term of five years for failing to inform the authorities about the plot to kill Karimov.
September 26-27 – A joint military exercise for subunits of the armed forces of Tajikistan and Kyrgyzstan as well as special police unit of Tajikistan was conducted in the Tajik eastern Jirgatol district, Rasht Valley. On the sidelines of the exercise, Tajikistan and Kyrgyzstan signed the plan of bilateral military cooperation for 2012.
September 26-29 – President Emomali Rahmon visited Sughd province. He attended a ceremony of introduction of a 220 kV power transmission line, Khujand-Ayni, into operation.
September 28 – A meeting of the working group of the Interior Ministries of Tajikistan and Russia, co-chaired by Tajik Deputy Minister of Interiors, Anvar Taghoymurodov, and his Russian counterpart Igor Alyoshin, was held in Dushanbe. The meeting participants discussed issues related to carrying out joint operations to discover and shut down channels through which Afghan narcotics are being smuggled via Tajikistan into the Russian Federation.
September 29 – An international conference on security and stability in Central Asia after withdrawal of ISAF (International Security Assistance Force) from Afghanistan in 2014 took place in Dushanbe.
