DUSHANBE, October 6, 2011, Asia-Plus — The case in death of Ismon Boboyev, who died a year and half ago during interrogation at the Organized Crime Control Department (UBOP)’s office for Sughd province, has not yet been investigated.
Ismon Boboyev’s father, Jouraboy Boboyev, says his numerous applications to various instances have yielded no results. “All my letters have been forwarded to the Prosecutor-General’s Office,” noted J. Boboyev. “In May this year, I sent a letter to the President but I have not yet received response to my letter.”
He applied to the Prosecutor-General’s Office for the last time in June. Ismon Boboyev was citizen of Tajikistan but his father’s applications to the Russian General-Prosecutor’s Office and governor of Kursk oblast have also yielded no results. The answer was the same – all his applications have been forwarded to the Tajik Prosecutor’s Office.
Ismon Boboyev died in the building of UBOP’s office for Sughd province in Khujand on February 20, 2010 and according to the first medical forensic examination, he died of mechanical asphyxia (falling back of tongue). Ismon Boboyev’s body was exhumed in 1 ½ months and repeated forensic medical examination was carried out. Experts concluded that Ismon Boboyev had died of electrical injury trauma that had caused cardiovascular and respiratory collapse.
According to Jourboy Boboyev, that is evidence that electric shock was used against his son during interrogations.
The Sughd prosecutor’s general launched the probe into Ismon Boboyev’s death but later, the case was dropped for unknown reason.
We will recall that Asia-Plus published an article about death of Ismon Boboyev in the December 21, 2010 edition. The article entitled “Investigation or Inquisition?” told of the use of torture on some suspects by UBOP agents in Sughd province.
Anvar Taghoymurodov, formerly UBOP head and current Deputy Minister of Interiors, on January 20, 2011 filed the defamation lawsuit in the court in Dushanbe’s Firdavsi district against the Asia-Plus newspaper, asking for 1 million somoni as compensation for moral damage caused by the article that allegedly defames his honor and reputation.
