DUSHANBE, August 15, 2012, Asia-Plus – President Emomali Rahmon has signed a decree on convening the second extraordinary session of Tajikistan’s lower house (Majlisi Namoyandagon) of parliament in Dushanbe on September 5 this year.

The session is expected to consider a new edition of the country’s tax code and recommendations of the president on appointment of the chairperson and the deputy chairperson of the Chamber of Accounts of Tajikistan.

A well-informed source in the government says Dilmurod Davlatov, the director of the Agency for Procurements, have been nominated to the post of chairperson of the Chamber of Accounts.

We will recall that the Majlisi Namoyandagon endorsed the bill requiring the establishment of the Chamber of Accounts on June 1, 2011.

According to Deputy Finance Minister, Jamshed Norinov, the new government institution will control revenue and expenditure parts of the national budget, off-budget funds and investments coming in the country’s economy from abroad.

Asked about the possibility of duplication of functions between the Chamber of Accounts and the Agency for State Financial Control and Combating Corruption, Norinov noted that some functions of the Agency for State Financial Control and Combating Corruption would be transferred to the Chamber of Accounts.

The Chamber of Accounts will be accountable to the President and the Parliament.  The Majlisi Namoyandagon will elect chief auditors of the Chamber of Accounts upon the recommendation of the President.  Chief auditor may be elected only to one seven-year term.
