DUSHANBE, April 17, 2015, Asia-Plus — Mahmadsaid Ubaidulloyev has been reelected Chairman of the Majlisi Milli (Tajikistan’s upper house of parliament).
The first session of the Majlisi Milli of the fifth convocation took place in Dushanbe on April 17.
Ex-President of Tajikistan Qahhor Mahkamov, who is the eldest member of the Majlisi Milli, opened the session and nominated Mahmadsaid Ubaidulloyev as candidate for the office of Chairperson of the Majlisi Milli.
All the 32 members of the Majlisi Milli unanimously voted for Mahmadsaid Ubaidulloyev and he was elected the Chairman of the Majlisi Milli Majlis for the fourth time running. Mahmadsaid Ubaidulloyev has been Chairman of the Majlisi Milli since April 17, 2000.
Under Tajikistan’s legislation, the Majlisi Milli shall elects from among members the chairperson of the Majlis and deputy chairpersons. One of the deputy chairpersons of the Majlisi Milli shall be a representative of the Gorno Badakhshan Autonomous Region.
The Chairperson of the Majlisi Milli shall be elected by secret ballot by a majority of the total number of members. The procedure for electing deputy chairpersons of the Majlisi Milli shall be determined by the Reglament of the Majlis. The Chairperson of the Majlisi Milli may be recalled by decisions of the Majlis adopted by not less than two-thirds of the total number of members of it.
We will recall that indirect elections of members of the Majlisi Milli took place on March 27, 2015.
Citizens who reached 35 years of age and have higher education are eligible to be elected to the Majlisi Milli.
The Majlisi Milli has 33 members and 25 of them (three-fourths of the total number of members of the Majlisi Milli) are elected at joint meetings of people’s deputies of the Gorno Badakhshan Autonomous Region and its cities and districts, provinces and their cities and districts, Dushanbe city and its districts, cities and districts subordinate to the centre, on the basis of indirect elections by means of secret ballot.
Eight members (one-fourths of the members of the Majlisi Milli) are appointed by the President of the Republic of Tajikistan.
The Gorno Badakhshan Autonomous Region, provinces, Dushanbe City, cities and districts subordinate to the centre have an equal number of representatives in the Majlisi Milli.
Each former President of the Republic of Tajikistan shall be the life member of the Majlisi Milli, if he doesn’t refuse to use this right.
