DUSHANBE, February 15, 2016, Asia-Plus – Yevgeniy Sysoyev, Director of the Regional Anti-Terrorist Structure of the Shanghai Cooperation Organization (RATS SCO), will arrive in Dushanbe tomorrow on a three-day working visit, the Tajik MFA information department reports.

Yevgeniy Sysoyev was appointed to head the Regional Anti-Terrorist Structure, which is the Shanghai Cooperation Organization”s anti-terrorism branch, on January 1, 2016.

Born in 1959 in the Tomsk Oblast of Russia / USSR, Sysoyev graduated from the Physics and Technology (1982) and Law (1993) Department of Tomsk State University and the Higher Courses of the KGB in Minsk (1984).

He served in various positions of operational and leadership (since 1988) in the compositions of the FSB of Russia in the Tomsk region.  From 2000 to 2002, he served as deputy head of department.  From 2003 to 2008, he was first deputy head, Russia’s FSB Krasnoyarsk Regional Directorate.  From 2005 to 2008, Sysoev served as head of Russia’s FSB Institute in Novosibirsk.  From 2009 to 2010, he headed Russia’s FSB Novosibirsk Regional Directorate, was chairman of the Council of Senior FSB Officials in the Siberian Federal District of Russia.  From 2011 2012, he was deputy head of Russia’s FSB Supervisory Branch and head of Inspectorial Directorate.  From 2013 to 2015, he served as deputy director, Russia’s FSB / head of the National Antiterrorism Committee (NAC) Central Office.  Sysoyev has a military rank of Colonel-General.

RATS SCO, headquartered in Tashkent (Uzbekistan), is a permanent organ of the Shanghai Cooperation Organization which serves to promote cooperation of Member States against terrorism, separatism, and extremism, which it refers to as “the three evil forces.”

The Shanghai Cooperation Organization currently has six full members — China, Kazakhstan, Kyrgyzstan, Russia, Tajikistan and Uzbekistan.  Afghanistan, Belarus, India, Iran, Mongolia and Pakistan are six observer states, and SCO’s dialogue partners include Sri Lanka and Turkey.

The Organization’s six full members account for 60% of the land mass of Eurasia and its population is a quarter of the world”s population.  With observer states included, its affiliates account for about half of the world”s population.
