Expert: Russian special services easily recruit vulnerable Tajik migrants

Tajik labor migrants, as vulnerable segments of the population, can easily be recruited by the special services of the host country. Such a practice exists in all countries of the world – recruit those who are at least somehow vulnerable, said the expert, a former employee of the Tajik law enforcement agency.

Russia's special services can easily recruit Tajik migrants because they are vulnerable in Russia, an ex-colonel of the Tajik police said in an interview with “AP” on condition of anonymity.

“This practice exists in the special services of any country in the world. Special services and law enforcement agencies have always been recruited as informers of socially vulnerable people since the moment of their formation, such as prostitutes, drug addicts, petty thieves, that is all those who have minor violations of the law. Accordingly, in this regard, Tajik migrants, especially those that violate the migration legislation of the Russian Federation, are very easy profit for the special services”- a retired police officer says.

The source also notes that, along with law enforcement officers, socially vulnerable individuals are "hunted" by organized criminal groups, including terrorist organizations.

The other day Radio "Ozodi" reported that Tajik migrants in Russia were in a difficult situation – the FSB officers are demanding from them to report to their "suspicious" countrymen.

According to Shirindzhon Kalandarov, Ozodi reported that the man was stopped by two people in civilian clothes at the entrance to the metro. Representing employees of the FSB of Russia, they checked the documents of the Tajik migrant and scrupulously studied the contents of his mobile phone.

“My documents were in order. Did not find anything criminal in the mobile phone. After that, they took me to a secluded place, recorded a phone number and said that from now on I should inform them about all the suspicious migrant fellow-countrymen. You will inform and you will receive money, they said. When I refused, they turned to threats and gave me a week to reflect on their proposal”, – Shirinjon said.

In the evening, when he told my countrymen about a meeting with the FSB officers, it turned out that such a story occurred and with them. "I have been working in Russia for four years, but for the first time I am faced with recruiting from the FSB", – migrant said.

According to experts, which Ozodi refers to, the recruitment of migrants by Russian special services in the Sakharovo multifunctional migration center, construction sites, dormitories and streets of Moscow has been going on for a long time, but it intensified after the August 14 arrest of a group of suspected terrorists in the Moscow region.

According to the Federal Security Service of Russia, the group included one Russian citizen and three natives of Central Asia. Later it became known that we are talking about tajik citizens Siyovushi Davronzoda, Davlatyor Hojiev and Sulaimon Burkhonov. It is reported that one of them is an expert in the manufacture of explosive devices and the rest are suicide bombers.

But Sergei Goncharov, president of the International Association of Veterans of the antiterrorist unit “Alfa” and a member of the advisory council of the Russian Federal Security Service, a different opinion. "Special services recruit migrants in order to prevent possible terrorist attacks in the country. And I do not see anything wrong with that," he told Radio ”Ozodi”.

The other day the head of the Russian FSB, the chairman of the National Anti-Terrorism Committee (NAC), Alexander Bortnikov, at a meeting of the NAC stated that the basis of terrorist groups in Russia is made up of CIS citizens who come to work.

According to him, some of the militants coming to Russia were trained and participated in military operations in Syria and Iraq. The head of the FSB suggested introducing “additional measures for the state border on the channels of entry-exit and passenger traffic in relation to persons suspected of involvement in terrorist structures”.

"According to public opinion polls, terrorist and extremist groups are mainly joined by those migrants who are subjected to humiliation and insults both by law enforcement agencies and by Russian nationalists", – Tajik expert Muzaffar Olimov says.

According to him, the studies also show that the emissaries of terrorist groups are engaged in the recruitment of citizens, mainly among migrants from Central Asia, where there are many dissatisfied and resentful people.
