Russia approves rules for publishing data on illegal migrants

The Russian government has approved rules for publishing information about foreign citizens and stateless individuals included in a registry of monitored persons.

The document, signed by Prime Minister Mikhail Mishustin, was published on the official legal information website.

Under the new rules, the Ministry of Internal Affairs (MIA) will maintain the registry and publish relevant information on its official website.

Access to detailed data will not be public.  Instead, inquiries must be submitted to the MIA. Only the confirmation of a person’s inclusion in the registry will be available publicly.

Information will be updated within 24 hours of changes and can be accessed in real time.  Queries are processed free of charge, and the results are valid at the time of the request.  The rules come into effect on February 5, 2025.

The system allows employers, for instance, to verify whether a potential employee is listed in the registry.  Migrants with two violations within three years may be added to the list, according to migration expert Vadim Kozhenov.

He also noted that being included in the registry would make it difficult for illegal migrants to live comfortably in Russia.
