Emomali Rahmon proposes two-year moratorium on business inspections

In his annual address to Parliament on December 28, President Emomali Rahmon proposed a two-year moratorium on inspections of entrepreneurial activities, effective from January 1, 2025, to January 1, 2027, excluding tax audits.

This initiative reportedly aims to support entrepreneurship and create favorable conditions for attracting capital to the country.

The President expressed concern over the numerous and often unjustified inspections conducted by regulatory authorities.

He emphasized the need to eliminate the practice of initiating inspections immediately after businesses commence operations.

“This should not happen,” Rahmon said, highlighting that this measure is intended to promote the growth of small and medium-sized enterprises and build trust among domestic and foreign investors.

It is worth recalling that in April 2022, Tajikistan passed the Law on a Moratorium on Inspections of Entrepreneurial Activities, which was based on a presidential decree.

The official version of the speech, which is posted on the Tajik president’s  official website, notes that Emomali Rahmon stated that over 197 billion somonis have been allocated from the state budget and domestic and foreign capital for the socio-economic development of the country and the implementation of priority state investment projects, as well as the implementation of national, sectoral and local plans and programs in the past five years.
