Uzbekistan introduces new benefits for teachers: mortgages, discounts on public services, and salary increases

Starting in 2026, teachers in Uzbekistan who hold the highest qualification category and have at least 15 years of experience will receive a 25% reduction on the initial payment for mortgage loans.  In addition, the cost of public services for school teachers will be halved, as part of a broader package of support measures announced by President Shavkat Mirziyoyev.

Fergana news agency says these initiatives were unveiled at an event dedicated to Teachers’ and Mentors’ Day, as reported by Fergana.

To improve the social conditions of educators, children of teachers who enroll in state universities on a paid basis will receive a 30% discount on the cost of their tuition contracts starting from the next academic year.  Furthermore, teachers wishing to implement new technologies in their classrooms will be eligible for a subsidized loan of up to 10 million sums (approximately US$805) for purchasing a computer.

The national certification system is now being expanded to include primary school teachers.  Those who obtain the certification will receive a 15% salary bonus.

Graduates with honors from bachelor’s programs will automatically be assigned the second qualification category when they start working at schools, while master's degree holders will receive the first category.  Teachers who graduate from universities ranked in the top 300 globally will also be eligible for a preferential loan of up to US$20,000.

Additionally, new allowances are being introduced for technical college instructors who hold certificates.  They will receive a 30% salary bonus for a national certificate and a 50% bonus for an international certificate.

Salaries for directors and their deputies at technical colleges will also be increased, with additional allowances for academic degrees and scientific titles.

Mirziyoyev highlighted that over the past eight years, Uzbekistan’s economy has grown by twofold, and spending on education has increased sixfold, reaching 378 trillion sums (around US$30.4 billion).  He emphasized that improving the quality of education and the working and living conditions of teachers remains a key priority for the country’s ongoing reforms.

These new benefits mark a significant step in Uzbekistan’s commitment to supporting its educators and raising the overall standard of education.
