Putin signs decree facilitating resettlement of high-achieving foreign nationals in Russia

Russian President Vladimir Putin has signed a decree expanding resettlement opportunities for foreign nationals and stateless persons who have demonstrated significant achievements in science, industry, sports, and culture. The decree was published on the official legal information portal.

RBC reports that starting April 15, 2026, eligible individuals will be able to apply for recognition as being “of interest to Russia” if they have made notable contributions to scientific and technological progress or have supported the development of Russian society, the economy, defense, or national security.

The decree also allows applications from foreigners with in-demand professions, specialized qualifications, or valuable professional skills.

According to the document, the following categories will be eligible:

·         Individuals with achievements in science, sports, manufacturing, creative industries, culture, or education;

·         Those who have contributed to key sectors of Russia’s economy and society;

·         Professionals whose qualifications match Russia’s current labor market needs.

In October, President Putin stated that Russia needs additional skilled labor and is interested in attracting specialists who respect Russian laws and meet the country’s economic priorities.

In 2024, Putin signed a separate decree easing immigration procedures for foreigners who reject “neoliberal ideological doctrines” said to contradict Russia’s traditional spiritual and moral values.
