As part of the country's efforts to achieve one of its key national strategic goals—rapid industrialization—the government has overseen the creation of more than 2,600 industrial enterprises and the establishment of over 87,000 jobs in the past seven years (2019-2025). This was announced by Tajik President Emomali Rahmon in his address to the parliament on December 16. This initiative is reportedly in line with the country’s ongoing industrialization strategy, which continues to make significant progress.
In 2025 alone, 400 new production facilities began operations, further contributing to the country's industrial growth.
The mining sector has experienced significant growth, with the value of products in this sector increasing from 7.7 billion somonis in 2020 to 26 billion somonis in2025, reflecting a 3.4-fold increase.
In 1991, the mining sector produced only three types of products—gold, silver, and lead powder. In 2025, this reportedly expanded to 17 types of products, with gold production growing sevenfold, silver production sixfold, and lead powder production ninefold compared to 1991 levels.
These developments have allowed for a 2.5-fold increase in industrial output over the past seven years, bringing the total value of industrial products to 66 billion somonis in 2025. The industrial sector’s growth rate in 2025 alone reached 22%.
Looking ahead, the Ministry of Industry and New Technologies has committed to ensuring that the real annual growth rate of the sector over the next five years reaches no less than 25%, leveraging all available resources and opportunities.
To continue this progress, the government is focusing on attracting both domestic and foreign investment to establish new enterprises for the full processing of local raw materials, particularly in mining, non-ferrous and precious metals, agricultural products, and medicinal plants. These efforts aim to increase the production of export-oriented and import-substituting goods.
Furthermore, the government plans to adopt and implement a new rapid industrialization program for the years 2026–2030, alongside a program for the development of production and enrichment of non-ferrous metals, precious metals, and other key raw materials.
In addition, measures will be taken to ensure the efficient and sustainable use of subsoil resources, strengthen state oversight, and support the stable development of the country's extraction and geological sectors.
The Ministry of Finance, Ministry of Industry and New Technologies, the State Geological Service, and the Tax Committee, in collaboration with other ministries, will draft and present legal regulatory documents for the efficient functioning of the sectors mentioned above. These documents will address issues related to full statistical coverage, simplifying state procedures (including licensing), refining the taxation of natural resources, and solving other related challenges.
It is important to note that special attention will be given to the development of light industry, deep processing of products, and the production of rare and critical metals in the ongoing implementation of these goals, the President noted..
