The European Bank for Reconstruction and Development (EBRD) has approved a $6 million loan and grant for Tajikistan to fund the “District Heating in Dushanbe” project. The project, which was approved by the Majlisi Namoyandagon (Tajikistan’s lower chamber of parliament) on December 12, aims to improve heating infrastructure in the capital.
According to Majlisi Namoyandagon member Nigina Sharifzod, the total amount includes $3 million in grants and $3 million in loans. She explained that the project involves the reconstruction and expansion of heating networks, as well as the connection of 193 buildings and 8 pumping stations to the centralized heating system.
The project is expected to ensure that over 500,000 residents of Dushanbe will have access to reliable heating during the winter season by 2028. This agreement, which builds on a 2021 credit arrangement, is part of an “additional credit agreement” signed on October 6, 2025, between the Ministry of Finance, Dushanbe's city administration, the Dushanbe Heating Network, and the EBRD.
Yusuf Majidi, First Deputy Minister of Finance, stated that the project aims to reduce heat energy losses, decrease network failures, and lower the cost of heat production. The initiative is also expected to reduce carbon dioxide (CO₂) emissions.
Currently, over 43% of residential buildings, schools, kindergartens, hospitals, and businesses in Dushanbe are connected to centralized hot water supply systems. During the 2025–2026 heating season, around 3,300 facilities have been linked to the heating network.
However, residents in some areas of the city have regularly complained about inadequate heating. A recent inspection by the Energy Supervision Agency revealed that the temperature of the heat carrier in some heating stations was only about 55°C, significantly lower than the required 75°C.
To date, the EBRD has invested over €1 billion in Tajikistan’s economy through 188 projects, supporting key areas of the country’s development.
