DUSHANBE, September 25, 2008, Asia-Plus  — Water is vitally important element on which many processes, taking place in the world and promoting normal existence of all the live world, and first of all, human being, depend, President Emomali Rahmon remarked at the high-level event on the Water and Sanitary for All that in New York  on September 24, according to presidential press service.  

According to him, the right to water, declared by the United Nations, should be considered as vitally necessary factor for maintenance of human dignity and as precondition for realization of other human rights.   

“Proceeding from this approach we ought to work out more efficient integrated approaches to ensuring rational use of water for needs of all peoples with strict compliance with requirements and laws of nature, “ the Tajik head of state said.  

In his statement, Tajik president also raised the problem of the Aral Sea, noting that desiccation of the Aral Sea is the result of short-sighted police of human being without taking into consideration ecological factors.  He noted that the Aral Sea problem now has a global character.  

Rahmon noted that Tajikistan attaches great significance to the problems of improvement of water supply conditions.  He termed construction of the water conduit on Lake Sarez as an example of measures to solve the problem of provision of millions of peoples in the region with drinking water.  He noted that use of the Lake Sarez waters could also be one of long-term solutions to the potential threat that Lake Sarez, in Central Asia”s Pamir mountain range, could someday sweep down and put homes and people at risk over a massive area. 

He expressed hope that the UN agencies and international community will pay attention to this proposal.   

Pointing out the climate change problems, President Rahmon proposed that second half of the International Decade for Action: “Water for Life” 2005-2015 should be dedicated to implementation of specific measures to provide the most vulnerable sections of the population with safe drinking water and basic sanitary conditions on regional and international level.
