“Chemical substances and precursors” – national training in Tajikistan

DUSHANBE, June 20, 2014, Asia-Plus — Twenty-six officers from Tajik law enforcement agencies completed a three-day training on chemical substances and precursors on June 19.

According to the Delegation of the European Union to Tajikistan, the training was organized jointly within EU-UNDP Border Management Program in Central Asia (BOMCA) and Border Management Program of OSCE Office in Tajikistan.

The event is part of a series of training courses aimed at capacity development of Tajik border security agencies to better cope modern treats and challenges, especially in the area of identification of narcotics and precursors.

Three days long training was conducted by the experts on chemical substances from Latvian customs service for selected group of officers of Tajik national agencies – ten from Tajik Drug Control Agency, ten from Tajik Customs Service and six from Tajik Border Troops.  The training introduced contemporary methodology and best practice in control of precursors and identification of potential illegal smuggling of different chemical substances as well as efficient collection and shearing of information between different national agencies and cooperation with private sector.

During the graduation ceremony, Mr. Suhrob Qahhorov, EU-UNDP BOMCA Country Manager in Tajikistan encouraged participants to best use  newly gained knowledge in order to maximize the results in fight against illegal drug trade  precursor control  and Mr. Hans Peter Larsen,  Deputy  Head of the OSCE Office in Tajikistan added:  “having in mind the global importance of fight against drug trade especially in the areas close to source countries, this joint training is important effort not only towards more safer and drug-free Tajikistan but also the whole OSCE area.”

The overall objectives of EU-UNDP BOMCA Program are to help increase security in the Central Asian region, to contribute toward the facilitation of legitimate trade and transit, and to reduce the illicit movement of goods and people through Central Asian borders.

Objective of Border Management Program of OSCE Office in Tajikistan is to assist Tajikistan’s border security and management agencies in development of sustainable national capacity to counter transnational threats including drugs trade as well as to engage national agencies in proactive cross border cooperation, sharing of information, experiences and best practices with OSCE participating states.
