DUSHANBE, June 19, Asia-Plus — On Wednesday June 18, the State Committee for Investments and State-owned Property Management hosted a seminar on studying methodologies of regulatory influence of normative legal acts.
The seminar, staged by the USAID Business Environment Improvement (BEI) Project, brought together representatives of a number of relevant ministries and organizations, private sector and international organizations active in Tajikistan.
The objective of the seminar was to acquaint those present with methods of studying regulatory influence of normative legal acts.
International expert from the USAID BEI Project, Ms. Natalya Slepchenko conducted the seminar. She acquainted the seminar participants with the methodology of application of analysis of the regulatory influence, which includes mechanisms of assessment of time-consuming and financial expenses on development of legal act, description of mechanism of determining and monitoring efficiency of the adopted legal act and so forth.
Similar seminar is expected to be conducted in Khujand on June 20.
The BEI Project is being implemented in Tajikistan by the PRAGMA Corporation in cooperation with the State Committee for Investments and State-owned Property Management.
The USAID Business Environment Improvement Project works in Kazakhstan, Kyrgyzstan and Tajikistan. The four-year project promotes economic development by providing support to build capacity within government and the private sector to engage in effective dialogue, strengthen the free market-supporting commercial law framework, and improve implementation of business- related legal reforms and government operational improvements to reduce costs and barriers for small and medium enterprises (SMEs).
BEI works directly with national governments, oblast and city administrations, businesses, service providers, and professional and business associations to deliver the greatest positive impact for SMEs. Specific BEI activities are guided by local priorities, but the Project has the following general areas of reform activity: business licenses and permits; government inspections of business activities; land site acquisition and real estate construction and development; registering or deregistering a business; registering to pay taxes and social payments; procedures and practices of government procurement of goods and services; and tax policy and tax administration;
BEI provides consultative assistance, training, and, in some cases, through subcontracts limited financial support to associations and select private sector partners to execute specific reform initiatives that directly contribute to improvement in the legal environment for business.
