New decent work country program for Tajikistan signed in Dushanbe

DUSHANBE, June 25, 2015, Asia-Plus — Decent Work Country Program for 2015-2017 was signed between Tripartite Partners of Republic of Tajikistan and International Labour Organization (ILO) in Dushanbe on June 24.

The program signing ceremony was reportedly attended by Ms. Sumangul Taghoyzoda, Minister of Labor, Migration and Employment of Population of Tajikistan, Mr. Sherkhon Salimzoda, Chairman of the Federation of Independent Trade Unions of Tajikistan, Mr. Hans Werner Koller, Regional Director of the ILO Regional Office for Europe and Central Asia, and Ms. Dimitrina Dimitrova,  Director of the ILO Decent Work Technical Support Team and Country Office for Eastern Europe and Central Asia.

Decent Work Country Program for 2015-2015 has following priorities: increasing capacity of tripartite constituents to manage and regulate priority labor issues through social dialogue; promoting decent employment opportunities for men and women including returning labor migrants; and improving working conditions and extending the coverage of social protection;

Decent Work Country Programs (DWCPs) have been established as the main vehicle for delivery of ILO support to countries.  DWCPs have two basic objectives. They promote decent work as a key component of national development strategies.  At the same time they organize ILO knowledge, instruments, advocacy and cooperation at the service of tripartite constituents in a results-based framework to advance the Decent Work Agenda within the fields of comparative advantage of the Organization.  Tripartism and social dialogue are central to the planning and implementation of a coherent and integrated ILO program of assistance to constituents in member States.

DWCPs are the distinct ILO contribution to UN country programs and constitute one main instrument to better integrate regular budget and extra-budgetary technical cooperation.

Each DWCP is organized around a limited number of country program priorities and outcomes.  These are further detailed in an implementation plan.  Monitoring and evaluation guidelines complement this approach. A DWCP is the expression of the ILO Program and Budget in a country.  The country program priorities and outcomes reflect the strategic results framework of the ILO, adapted to national situations and priorities. In turn Program and Budget strategic outcomes and indicators are based on Decent Work Country Program outcomes.
