Transport tax in Tajikistan rises sharply — vehicle inspection becomes more expensive

Starting May 18, 2025, new increased rates for the transport tax have come into effect in Tajikistan.  According to the Interior Ministry Traffic Police Directorate, owners of cars, motorcycles, buses, trucks, and other vehicles will now pay tax based on an updated fee schedule when undergoing mandatory state technical inspections.

The changes are based on amendments made to Article 360 of the Tax Code of the Republic of Tajikistan, which were approved by the Majlisi Namoyandagon (Tajikistan’s lower chamber of parliament) on April 2 and came into effect on April 11, 2025.

According to the new regulations, transport tax rates have significantly increased for all categories of vehicles.

 

How much did the tax Increase?

Owners of passenger cars with engine power up to 250 horsepower will now pay 9.00 somonis per horsepower.  For engines between 250 and 350 hp, the rate is 11.25 somonis, and for those above 350 hp — 15 somonis per horsepower.

The tax rates have risen especially sharply for minibuses, doubling their previous amount.

Owners of buses with 13 to 30 seats will pay nearly 77% more, while buses with more than 30 seats will pay 58% more.

For trucks up to 20 tons, the rate increased by 37%; for trucks between 20 and 40 tons — by 11.1%; and for trucks over 40 tons — by almost 38%.

Electric vehicles are taxed at a reduced rate: 50% of the normal tax per 1 kW of power.  For example, if the tax rate is 9.00 somonis per 1 hp for a conventional car, for an electric vehicle it will be 4.50 somonis per 1 kW.

 

Vehicle inspection costs rise

The transport tax is collected during the mandatory annual vehicle inspection, which has also become more expensive.  For example, for a Mercedes-Benz C-Class car with a 156 hp engine, the tax under the new rates will be 1,404 somonis instead of the previous 878 somoni.

Additional mandatory fees during the inspection include: technical condition diagnostics — 360.00 somonis; NLG equipment check (if installed) — 85.00 somonis; exhaust gas analysis — 60.00 somonis; insurance policy — about 290 somoni.00; and medical certificate for the driver — 65.00 somoni.

As a result, the total cost of passing a technical inspection for this car model in 2025 will be around 2,264 somonis — over 500 somonis higher than last year.

 

Who is exempt from the tax?

The following vehicles are exempt from transport tax according to the Tax Code: agricultural machinery such as tractors and harvesters; buses and trolleybuses used by public transport companies; specialized medical vehicles; registered special military vehicles and equipment; one passenger car owned by persons with disabilities of groups I and II.

Also exempt are one car owned by Heroes of the Soviet Union, Heroes of Socialist Labor, Heroes of Tajikistan, holders of certain national orders, World War II veterans, participants of other military operations defending the USSR, international soldiers, and participants in the Chernobyl nuclear disaster cleanup. Football clubs’ vehicles are also exempt.
