Life under supervision. Moscow authorities have warned migrants about the need to install the Amina app

Citizens of Tajikistan, Uzbekistan, Kyrgyzstan, Armenia, Kazakhstan, Georgia, Azerbaijan, Moldova and Ukraine who come to Moscow and the Moscow region to work must install a special mobile application "Amina".

As reported on the website of the Multifunctional Migration Center (MMC) of Moscow, from September 1, an experimental registration regime for the location of foreign citizens will be introduced in the capital region, which will replace the current migration registration procedure.

"The application will simplify the registration of foreign citizens, which will make compliance with migration legislation even more convenient for bona fide foreigners. Amina will allow you to register at the address of the Multifunctional Migration Center and remotely notify the internal affairs bodies of the place of residence (which a foreign citizen regularly uses for sleeping and relaxing) and its change through the interface of the mobile application," the message says.

It is noted that foreign citizens can install "Amina" on their own without visiting the MMC or the territorial bodies of the Ministry of Internal Affairs of Russia.

To log in to the mobile application, you need a valid foreign citizen's card, which is issued at the MMC. If you lose it, you can log in to the application using your passport data.

"Next, the mobile application will transmit geolocation information to the Russian Interior Ministry. If it records that they have not been transferred for several days, the foreign citizen will receive a notification about the need to confirm the location address or inform the Ministry of Internal Affairs of its change. It is not necessary to visit the internal affairs bodies or the MMC for this," the MMC explains.

If there is no information about the geolocation of the subscriber's device for more than three working days from the date of the last monitoring, the foreign citizen is removed from the register at the address of the MMC.

Attention: violation of the monitoring conditions from September 1 may become the basis for entering information about a foreign citizen in the Register of Controlled Persons.

In case of registration for migration in a region outside of the experiment (Moscow and the Moscow region) or departure from the country, the foreign citizen is removed from the register at the address of the MMC, the corresponding notification will be received through the Amina mobile application. In the future, in addition to monitoring functions, the application will have additional features for users, such as patent payment, preregistration for visiting the MMC, and others.

From September 1, 2025, the installation of the application is mandatory only for migrant workers arriving in Moscow and the Moscow region on a visa-free basis. And from September 1, 2026, this requirement will apply to all visa–free foreigners who come to Russia for a period of more than 90 days for any purpose work, tourism, study, medical treatment, private trip, etc.

The exceptions are minor migrants (under 18 years of age), citizens of Belarus, diplomats and employees of international organizations and their family members.

We remind you that since June 30, a new entry procedure for foreign citizens has been in effect in Russia, according to which, before traveling, you need to install another application, RuID, through which you need to submit an electronic notification about the purpose of the visit and the duration of your stay.

It is also worth recalling that by September 10, migrant workers who are in Russia in violation of the law must settle their legal status or leave the country. Otherwise, they will be deported and banned from entering Russia.
