Security service chief should resign earlier, says experts

DUSHANBE, September 2, 2010, Asia-Plus  — Some local experts consider that the chairman of the State Committee for National Security (GKNB) Khayriddin Abdurahimov should resign earlier, right after an escape of inmates from the GKNB-run pretrial detention facility on August 23.

Tajik political scientist Shokirjon Hakimov says the president should take a decision on dismissal of the GKNB senior representatives next day after the incident that has undermined Tajikistan’s prestige on international arena.

“People hoped that that any measures will be introduced against the GKNB officials at the government session that took place on August 31 but it did not happen,” Hakimov said.

According to him, many corruption-related problems exist in the country’s personnel policy.  “Now the main task of the new leadership of GKNB is to bring back many skilled security officers that have left GKNB over the past decade,” the political scientist said.

Expert Rustam Kholiqzoda considers that Tajik officials have not yet got used to answer for serious shortcomings in their activities.  “They fear to lose their positions so much that they will never resign on their own,” the expert said.

On the resignation of the GKNB chief Khayriddin Abdurahimov, Kholiqzoda said that if he really wanted to resign on his own, he could do that right after the prison break.  “Most likely, he was dismissed with the “voluntary termination” wording so that his retirement would look more decently,” he said.
