DUSHANBE, September 19, 2012, Asia-Plus — There are authoritative persons in Khorog who do not repay debts [loans taken from banks] and probably the president is also to blame for this, President Emomali Rahmon noted at a meeting with the GBAO regional administrators in Khorog on September 19.
“I am also to blame for this because during my visit to Khorog in 2008, I received some people and ordered Amonatbonk (Tajikistan’s savings bank) to provide loans to them,” said the president. “Some of them were accepted for service with military structures while others received loans to run their businesses. But I did not say them: “Take 400,000-500,000 somoni and do not repay them.”
In all, they now owe 1.265 million somoni to Amonatbonk and if those funds had been repaid, 200 entrepreneurs would have had money and jobs now, the president noted. “I call on you to repay the loans as soon as possible,” Rahmon said.
We will recall that Prosecutor-General’s Office has instituted criminal proceedings against Yodgor Mamadaslamov, former warlord from the civil war, and Tolib Ayombekov, former warlord from the civil war and ex-deputy commander of the border unit in GBAO’s Ishkashim district, and their immediate relatives.
Yodgor Mamadaslamov, Tolib Ayombekov and their relatives face charge of alleged nonpayment of bank loans.
A statement released by the Prosecutor-General’s Office in early August says that by order of Yodgor Mamadaslamov his sister-in-law, Ms. Olambibi Guldarboghova, took a 350,000 somoni loan at 20 percent annual interest from one of offices of Amonatbonk in Khorog on September 11, 2008. According to the Prosecutor-General’s Office, Mamadaslamov and Guldarboghova allegedly came into collusion with each other and have not repaid the loan so far. To-date, the amount of the principal and interest on it has reportedly reached 695,847 somoni.
The statement also noted that Tolib Ayombekov and his son Ghulomali Abdurahmonov received a 455,000 somoni loan from Amonatbonk’s office in Khorog on June 16, 2010 for two years but have not yet repaid it. To-date, the amount of the principal and interest on it has reportedly reached 587,195 somoni.
Criminal proceedings have been instituted against Yodgor Mamadaslamov, Olambibi Guldarboghova, Tolib Ayombekov and Ghulomali Abdurahmonov under the provisions of Article 246 (3) of Tajikistan’s Penal Code – embezzlement of funds provided in the form of a loan, the statement stressed.
