DUSHANBE, October 2, Asia-Plus — A dangerous tendency of settlement of family conflicts is to be observed in Tajikistan. According to data provided by the police directorate of Sughd’s Istaravshan district, over the first six months of this year, six local young women, including one minor, have committed suicide following family quarrels.
Mr. Bakhtiyor Nasrulloyev, representative from the Istaravshan-based NGO Rights of Citizens, remarked at the ongoing Human Dimension Implementation Meeting in Warsaw, Poland on October 1.
According to the Republican Bureau on Human Rights and Rule of Law (BHR), speaking at the meeting, Nasrulloyev noted that last year, some 70 percent of young women of Istaravshan appealed to the NGO Rights of Citizens for help. The majority of cases concerned disputes during divorce suit and change of ownership.
Nasrulloyev pointed to the necessity of adopting special laws that would be aimed at providing women with more opportunities or a policy of positive discrimination for women. .
Ms Gulbahor Safarova, representative from Tajik NGO INIS, speaking at the meeting noted that although Tajik government signed national and international documents, its position does not promote properly creation of an atmosphere of intolerability of any manifestations of violence against women.
Tajik human rights activists suggested that the OSCE should elaborate a special program for promoting implementation of the present laws and adoption of a new law “On protection Against Domestic Violence” in Tajikistan.
The Human Dimension Implementation Meeting 2007 started on September 25 and will last till October 5.
The Human Dimension Implementation Meeting is the largest human rights conference in Europe. It is also the only such event where representatives of civil society sit with governments on an equal footing. For two weeks, OSCE delegations, intergovernmental agencies, and NGOs come together to discuss the implementation of OSCE commitments on the protection of human rights, the rule of law, and democracy.
The Human Dimension Implementation Meeting 2007 is organized jointly with the Spanish Chairmanship of the OSCE.
